In the information society,high incidence of crisis and unsafe factors act on the opportunity.As the three party subject involved in the crisis,the people are the victims of the crisis,the weakest and the most closed side of the message,which often cause panic;the government is the regulator and handler of the crisis,the one who grasps the social situation and controls the first-hand information in the crisis,and plays a role in mobilizing the forces of society;the media is the publisher of crisis information and the guide of public opinion,which is the intermediary between the official and the civil in the crisis,and the one who is closest to the truth of the crisis,playing the role of stabilizing the people and reconciling conflicts.Thus,as the government crisis management,on the one hand,to take effective measures to eliminate the crisis as soon as possible,lest its cause greater harm to society;on the other hand to pay close attention to the disaster area people's psychological state,at any time so as not to cause social community crisis.However,as a third-party media of social public organ,it should also assume its own responsibility in a time of crisis through the power of words to give confidence,it mainly for public crisis information,guide people to carry out self-help,calling for social relief,etc.The great flood in 2016 is another public environmental crisis event in hubei province since the flood in 1998.Months of heavy rainfall have seriously threatened the safety of people's lives and property,which has aroused great concern of the party central committee and the forces of the society.Taking the flood environmental crisis event as an example,this study mainly adopts content analysis method to analyze the report of Hu Bei daily,Chang Jiang daily.This study probes into the crisis three parties--the people,the government and the media's performance in the crisis,that is the hot topic of public concern,government public opinion pressure and public policy,media report strategy,the final foothold back to how to strengthen the environmental public crisis events reported in the press,in order to better promote the exchange of officials and people.Through analysis,the author found that the most popular topic during the crisis was the expectation of peace.The government's public opinion pressure mainly comes from the public's internal doubts about the daily activities of the government.In addition,the defense strategy is the most frequently used in the crisis,while the positive image restoration discourse occupies half of the media crisis coverage.Thus it can be seen that the media coverage strategy in the public environmental crisis event and the response strategy adopted by the government basically maintain the same pace.There is still a lack of trust between the public and the government and the media.
