On Archives And National Soft Power

The Soft Power Theory,which was put forward by American scholar Joseph Nye at the end of the 20th century,focuses on the soft power embodied in the process of international intercourse.The Soft Power Theory,corresponding to the Chinese traditional philosophy thought of "Killing with Kindness",innovatively proposes the main source of a state's soft power,such as "ideology","culture" and "system",and also brings new ideas for our country's soft power construction.Archive is a kind of important resource for a state's soft power promotion.The archives departments should fully realize their vital position along the way.What's more,they should also give full play to archives' unique value participating in the state's soft power promotion to achieve their missions during the process of "rise of great power".As archivists,we should consider:what's the inherent relation between the archives and the state soft power?What's the positive affect archives have in promoting a state's soft power?How do the archives departments make changes in specific links of the archival work to promote the soft power of a state?The author has tried to make a relatively systematic answer to these questions through some certain study and deep discussion.The paper can be divided into three parts.The first part is the introduction,which gives a brief introduction to the background and significance of the topic,the research status,the research ideas,the research methods and the innovation.The second part is the main body including four aspects.Firstly,the basic concept of state soft power is defined,and the relation between the state soft power and the archives is clarified from the three perspectives of ideology,culture and system.Then,this paper excavates the three-dimensional thrust of archives for the promotion of the state soft power from the three aspects of the identity thrust,the cultural thrust and the institutional thrust.The promotion of the state soft power has been taken into account from both the domestic and the international dimensions.It will not only optimize the inner-firm governance of a country,but also provide support for the country's international exchanges.Thirdly,taking the overseas Chinese archives as an example,this paper makes a case study from three aspects of consciousness identification,cultural attraction and institutional establishment.Finally,the author returns to the specific links of "collection" and "application" in archival work,and explores the boosting way of archives to the state soft power promotion from two aspects of archives' wide collection and multi-dimensional development.The third part is a concluding statement made on the basis of the previous analysis.
