Research On The Participation Of Social Forces In The Work Of National Comprehensive Archives

At present,with the continuous advance of China's political restructuring,the government needs more and more actively and orderly participation in the management of public affairs and the development of public affairs.The national archival business is a typical public affair,to promote the transformation and development of archival undertaking,it is also an inevitable choice for the archives department to actively introduce social forces to participate in archival work.At present,the participation of social forces in archival work is still in its infancy in practice,and there are few discussions on theoretical research.The national comprehensive archives is the main force of our archives system and the main bearer of the state archives work.Therefore,it is great significance to determine the extent and depth of the participation of the working social forces of the national comprehensive archives,namely,what kind of social forces can be introduced to the extent to which of the work can be introduced to further promote the development of the participation of the social forces in the archives work.This study is the response to this problem,it is aiming at using a relatively scientific method to explore the breadth and depth of the participation of the working social forces of the national comprehensive archives,and then to determine the standard of the participation of the working social forces of the national comprehensive archives.Firstly,this study summarizes the relevant research results with a view to providing inspiration for further research and discussion.Then,this study takes the Tianjin archives as an example,and sorts out the work of Comprehensive Archives in China,and on the basis of this,we draw the conclusion that the participation of social forces in archives work which involves seven aspects,includes three comprehensive tasks:archives office work,education and administrative security work;four work of archival business that archival collection and arrangement,entity archives keeping,electronic archives keeping and archives utilization,and the business work covers four basic contents "collection,storage,management and utilization".Then,this study is based on the public participation in the ladder theory which proposed by Sherry Arnstein,we construct a deep objective matrix that is suitable for the participation of social forces in our archives work by the deductive method,and there are five steps,from low to high:non participation,informed participation,interactive participation,restrictive participation and substantive participation.Finally,on the basis of combing the work of the national comprehensive archives and determining the level of participation of the social forces in the national comprehensive archives,we designed the questionnaire,and used Delphi method,the breadth and depth of the participation of social forces in the work of the comprehensive archives were determined through the investigation of experts with high theoretical knowledge level or rich practical working experience,at last we get the reference standard for the participation of social forces in the national comprehensive archives.
