Design And Implementation Of The Manuscript Review System Based On Blockchain

With the development of information and Internet,information management system has become an important component in all walks of life.The use of computer and network technology to review manuscripts conforms to the electronic and networked demand for the development of the journal publishing industry.But the periodicals,especially the academic periodicals have a longer period of publication and review,and often can reach more than three months.In order to increase the probability of publication,or to be anxious to publish,some of the authors will appear in academic misconduct.Duplicate Submission,means that the author,the same copy,modify,or the original delivery to multiple journals at the same time,make multiple journal manuscripts to trial and modify at the same time.But the author selects only one published journals,leading other power waste generated in the process of reviewing a large number of paper reviewing,or lose their hearing other manuscripts time and opportunity.To be worse,it may affect the quality of journals in the current page.Due to the data independence and property protection measures between periodicals,it is often impossible for journals to share the data in the future,which leads to the invisibility of the multiple investment phenomenon.Based on blockchain technology and SimHash text matching algorithm,this paper proposes a decentralized manuscript processing system,which put all the manuscripts into blockchain as 64-bit binary number.With the help of PBFT algorithm,digital certificate and other technologies,it can make data transmit on many different website without leaking out the content of the book.In the absence of the original text,the system can achieve a high recognition rate for Duplicate Submission between different journals.The system we proposed in this paper can also be a good model to deal with the copyright protection in the era of Internet of Value.It enables the original value content to realize multi-platform data sharing and decentralized processing without disclosing the original text.
