China attaches great importance to the construction of emergency logistics system and has made considerable achievements in trunk transportation,network communication and transportation equipment.However the search on emergency logistics technology lacks top-level design and overall planning,especially in resource integration,command and dispatch,and real-time tracking methods.In 2016,the Ministry of Science and Technology of China passed the key project of"Key Technology Research and Application Demonstration of Emergency Logistics"of key R&D plan on public safety risk prevention and emergency equipment.The project made full use of existing infrastructure and resources to carry out research and application of key technologies for emergency logistics.Improve the emergency logistics mechanism.Based on the imformation platform of"Integrated Command and Control Technology Research and Five-Cross Integrated Command and Dispatch Information Platform",the paper studies solutions to key issues such as emergency logistics dispatching,real-time tracking,forcasting and early warning,proposing an instruction workflow model based on Petri nets with state flags and a time series prediction model based on LSTM,designing and developing the command and real-time tracking of emergency logistics meterials system to realize the closed-loop work of"task desipatch—r-eal-time tracking—predict and warning—task disposal".It bears the important responsibly of repid operation of materials,corrdinated command and dispatch and real-time tracking throughout the whole process.It is the nerve center and one of the important subsystems of platform.Firstly,the paper studies the current resear-ch status,and then elaborates the background knowledge and related techonologies.Through the demand analysis,we define system',role and determin the functional performance indicators.After that,we will focus on the issue of emergency logistics order and material allowance prediction,establishing a workflow model and a predictive model respectively.Subsequently,then the overall design is made and the subsystems and functional modules are dividedand.The implementation process and details are elaborated according to the system structure.Finally,the system was tested for functionality and performance,giving detailed test reports.
