Since the implementation of the Belt and Road Initiative(B&R)in China,Japan,as the only maritime neighbor that has not yet joined the B&R,has always been the focus of attention at home and abroad.In view of the inseparability of discourse and power,media discourse follow-up is one of the possible ways of Japanese interest appeal,and its discourse analysis also has a very important significance.From the perspective of media discourse,this paper focuses on the Japanese media's discourse production of the B&R,a non-national dominant international strategy,aiming at seeking a specific analysis of the discourse changes that may occur in the process.On this basis,this paper explores the reasons behind the discourse change by the interaction between the various powers involved in the media discourse,which is also called states' participation.This paper selects the relevant reports of the B&R of the five major mainstream media in Japan from September 2013 to October 2018 through the Factiva database.As a research sample,297 papers are used in analyzing the production process of Japanese media discourse and the possible discourse changes.First of all,during the production process of the Japanese media discourse,the Japanese media showed a certain trend of change about the B&R,and the trend is partially consistent with the stage of Japan's overall attitude but the details are complex and complicated;In general,discourse has a negative tendency to change over time,which is significantly affected by states' participation.The states' participation depends on the way third countries intervene in media discourse.According to analyses,the main discourse of third country intervention is “joint restraint”,and from the perspective of Japan,it's “joint restraint” can be interpreted as both competitive and defensive.In addition,the Japanese media discourse also has the characteristics of a more unified attitude tendency in the context of special discourses,and changes in the meaning of words.The reaction of the Japanese media is not entirely based on Japan's performance in the international community.From this point of view,Japanese media discourse is relatively independent.Therefore,this feature may lead to a negative tendency for Japanese media to discourse on the B&R in a short period of time,especially in the case of the Japanese Sankei Shimbun's report,which is dominated by Japanese media's discourse.The possibility of inclination will increase greatly.Therefore,in predicting the direction of Japanese media discourse,we should take into account the exclusivity of Japanese media when dealing with non-dominant international issues,and try to avoid some results of surface.In addition,the degree of participation of Japan as a reporting country also affects the change in the mean value of its attitude,which means that once Japan makes a clear decision,the attitude of Japanese media may change radically.It can be seen that the trend of discourse changes of Japanese media in the B&R still requires long-term and real-time attention.
