The Construction And Prospect Of Rural Library In Hubei Province Under The Perspective Of New Digital Divide Theory

As a public welfare project and a policy benefiting the people,the rural library project is in line with China's basic national conditions and aims to solve the problem of"borrowing books to buy books" for farmers.It not only contributes to enhancing farmers' cultural confidence and guaranteeing their basic cultural rights and interests,but also plays an important role in boosting the implementation of the rural revitalization strategy.As one of the ten practical things that the Hubei provincial government has promised to do well for the farmers,the rural library construction in our province has basically reached all the indicators and achieved considerable results,but there are still many problems in the digital sustainable development.The rapid development of the Internet has had a significant impact on the transformation of urban-rural dual structure.The "last kilometer" of network infrastructure in poor areas has been gradually opened up,and the "digital gap" between urban and rural areas has been gradually closed.However,when everyone has access to technology,a new digital divide is created.In the context of the new digital divide,the author is concerned about whether the rural library has played its due role in benefiting the people.Subsequently,a large number of researches were carried out on the construction of rural library in Hubei province.Through field research,this paper obtained the first-hand information of the readers' demand for rural library in Hubei province,and analyzed the current situation of the construction of rural library in Hubei province through questionnaires and personal interviews,so as to provide some suggestions for the construction of rural library.This paper is divided into four parts to study the construction of Hubei rural library project.The first part is the introduction,which introduces the research background,literature review and the innovation of the paper.The second part,based on the new digital divide theory,analyzes the factors restricting the development of rural bookstores in our province from two aspects of "skill gap" and "use gap".The third part is the analysis of the current situation of rural library construction in our province and summarizes the crux of rural library construction through field research.The fourth part puts forward suggestions for the sustainable development of rural library in Hubei province from the three dimensions of "access to the Internet","use of the Internet" and"understand the Internet" of the new digital divide.
