With the increasing of space activities,the space surveillance attracts more and more attention.Phased array radar plays a vital role in the space surveillance because of its beam agile capability.With the enlargement of the task scale,manual scheduling strategy is hardly to meet the requirements of space surveillance and can't take full advantage of phased array radar performance.Based on existing algorithm,this paper introduces the observation requirements of different space objects into scheduling strategy,presents a new algorithm which can improve the mission success rate and reduce energy consumption.This thesis introduces the working principle and resource management theory of phased array radar,analyzes the real time system characteristics of scheduling problem for space surveillance phased array radar,and proposes an algorithm suitable for single-station and multi-station.First,using the TLE orbital data,combined with the allowable range of permissible error of the phased array radar,the observation requirements of space objects are determined;Then,the properties of space objects are quantified into 1-10.Using the 1-9 scaling method and the Analysis Hierarchy Process,the target threat degree of the space object is obtained.The final integrated priority consists of three elements:the target threat degree,the task deadline and the observation requirement;Finally,according to the thought of highest integrated priority first,the phased array radar task scheduling algorithm is designed.The algorithm was verified by simulation datasets calculated by the STK software.The measure was defined by the success rate and the occupying rate of the phased array radar resource.In the result analysis part,compared with the old scheduling algorithm,the results show that the scheduling algorithm of this paper reduces the resource occupancy rate while ensures observation efficiency,and shows the validity of the scheduling algorithm.
