The report of the 19 th National Congress pointed out: Culture is the soul of a country and a nation.The culture is strong and the nation is strong.In recent years,the government is committed to deepening the reform of the cultural system and improving the public cultural management system.The reform of the public cultural supply mode has become a real question that needs to be solved urgently by the theoretical and practical circles.As a supplement to public cultural services,university libraries have the role of promoting the reform of cultural supply and improving the quality of public cultural service products in the construction of public cultural service systems.Since the introduction of social services in 1978,some college libraries in Kunming have also carried out practical explorations,but China 's college libraries have no rigid policy requirements or specific guidance for participating in the provision of public cultural services.And the lack of corresponding guarantee mechanism makes it difficult for the public cultural services of college libraries to form a long-term and effective supply.From the perspective of public management,this paper sorts out the research achievements of public cultural services in colleges and universities,on this basis,combined with the development status of public cultural services in Kunming University Libraries,draws on the experience of domestic and foreign colleges and universities,summarizes and summarizes Kunming University Libraries The problems in the dilemma of public cultural services,and from these points of view,the government's guidance methods,supply subjects,supply principles,supply methods and guarantee mechanisms are summarized and suggestions to improve the efficiency of the supply of public cultural services in Kunming college libraries.
