It is necessary about EDC multi-scheme decision not only to make the relationship between the important parameters and the cost of the scheme reflect the reasonable decision-making results,but also to make the decision-making process scientific and reasonable.So,how to achieve such multi-plan decision-making? It's always been a headache.The Value Engineering belongs to the rough calculation decision type tool,also it occupies the very important position and the function in the management field.And Computer Simulation technology belongs to the industry actuarial research tools,also plays an important role in computer science research.Although the two research directions are very different,actuarial science can be used as a powerful supplement to make up for the shortcomings of the original theoretical framework of rough decision making.Through the in-depth study of Value Engineering,using the actuarial results of simulation technology and digital modeling technology,the application effect of air conditioning system in data center is determined.And then,make use of the comprehensive comparison of several schemes to get a feasible scheme,so as to improve the scientific and rational decision-making of similar projects in enterprise construction.Finally,we hope to strengthen the practical effect of the application of Value Engineering theory.This paper is mainly divided into 8 chapters.The argumentation process of this thesis is mainly to study the theory first,then the actual decision-making process,and then to improve the decision-making process based on the main contradiction in the actual decision-making process.Finally,according to the development trend of the new technology,the main elements of the scheme are supplemented,and the Value Engineering is used to carry out multi-plan decisionmaking research.The first chapter focuses on value engineering and simulation theory.Through the theoretical research of Value Engineering and simulation technology,we find the similarities and differences of their respective theoretical development processes,and demonstrate the feasibility of their decision-making research.The second chapter focuses on the disadvantages of traditional decision-making.Through the demonstration of the traditional calculation method and the repetition of the traditional decision-making process,the disadvantages of the traditional decision-making process are exposed by the method of practical examples,and targeted research is carried out one by one.In order to facilitate the next chapter of the rapid measures to do the groundwork.The third chapter focuses on the Value Engineering as a research tool to improve the multiprogramme decision-making process.By means of Delphi method and coefficient analysis method,the function is quantified and graded to realize the multi-plan decision-making process using Value Engineering as a tool.Based on the research of multi-project decision-making process,the paper finds out the existing problems and analyzes them.The fourth chapter uses the research results of the first three chapters,firstly in the chapter,the simulation technology as the main research tool to improve the decision-making process,optimize the main parameters and then use the Value Engineering to make decision judgment,then,according to the results of the change before and after adding the important parameters of the simulation in each scheme.The Value Engineering method is used to make the project decision again to judge the significance of the important index parameters obtained by simulation.In order to deepen the level of discussion,this chapter will also carry on the cost content decomposition analysis,even will add the important operation cost factor to carry on the analysis.Through the research of this chapter,the combination of Value Engineering and BIM is discussed in depth.In order to improve the practicability and scientific nature of the scheme argument.The fifth chapter summarizes the research results of the fourth chapter and looks forward to it.The theoretical significance of this thesis is to replace the traditional multi-project decisionmaking process with Value Engineering analysis.At the same time,the theoretical depth of Value Engineering is improved by the simulation verification of decision process by BIM technology.The practical significance of this paper is,through the analysis of the use scene of the X data center,and benefit the digital model to use the ordinary central air conditioning solution,the frequency conversion air conditioning system solution,the modular computer room solution,carries on the calculation fluid simulation function analysis.determine the functional parameters in Value Engineering.improve the application degree of digital modeling in the design process of enterprises,and improve the technical decision depth of Value Engineering.For the general enterprise,such a multi-plan decision is undoubtedly a qualitative leap.For some large enterprises,such theoretical research is also a powerful supplement to the design work.
