Research On The Treasury Funds Supervision Issues Of The People's Bank Of China LC Central Sub-branch Under The Concentrated Payment Mode

The Treasury concentrated payment system reform is an important reform of China's financial capital operation mode,and it is an important guarantee for the realization of the scientific development and standard management of the national treasury.Through the establishment of the treasury centralized payment system,which takes the treasury single account system as the foundation and the treasury centralized payment as the main form of funds transfer,it can mitigate funds paid links,improve efficiency in the use of funds,and enhance the capacity of the government's macroeconomic regulation.To a certain extent,it can also promote The People's Bank of China to better carry out the function of the Treasury supervision,with using the Treasury's special status and safe operation mechanism.LC city is located in Shandong Province and opened the national treasury centralized payment reform pilot work since 2005.After more than ten years of exploration and practice,the city has 1362 units to implement the treasury centralized payment,and the level of reform is in the forefront of the province.But it should also be seen in the current treasury centralized payment reform process,there are many problems need to be solved.This also has brought a series of serious challenges for The People's Bank of China to carry out Treasury supervision,to prevent financial risks,and to promote the safe and efficient operation of financial capital.Therefore,this paper is intended to focus on the treasury funds supervision issues of The People's Bank of China LC central sub-branch under the concentrated payment mode as the research object,on the basis of the research of domestic and foreign literature theory study,to make in-depth analysis of problems faced by the people's Bank of LC central sub-branch in the national treasury regulatory work and the root causes of the issues,and to provide reference for the safe and efficient supervision and management of treasury funds under the concentrated payment mode through drawing lessons from international experience.This paper is divided into seven parts.The first part is the introduction,which introduces the background,research significance,research methods and ideas,relevant theoretical research and literature review,as well as the innovation points of the paper.The second part is a summary of the Treasury supervision and the operation system of centralized payment system,which expounds the meaning of the Treasury,the Treasury regulation and the treasury centralized payment system,analyzes the importance of The People's Bank of China's Treasury supervision work,and the necessity and operation system of the national treasury centralized payment system.The third part is the practice and effect of the reform of the national treasury centralized payment system in LC City,which introduces the practice of the Treasury centralized payment system reform in LC city,and summarizes the achievements of the reform in LC city.The fourth part is the issues analysis of the LC central sub-branch bank treasury funds supervision,which takes the concentrated treasury payment of funds for risk assessment and analyzes the issues of the central bank's Treasury supervision.The fifth part is the international comparison and reference of the national treasury supervision mode,which selects the national treasury supervision and management mode of Britain,the United States,Italy,Australia to carry out a comparative study,and summarizes the experience.The sixth part is to improve the mechanism of the treasury funds supervision under the concentrated payment mode,which puts forward the improvement suggestions from five aspects of the legal system construction,mechanism design,internal management,department coordination,system construction.The seventh part is the conclusion and prospect.
