The reinforcement of knowledge has evolved to m-learning.Betterment in mobile technology has augmented representation of individuals using mobile gadgets that led to rapid amelioration of mobile accounts conducted with these devices. The utilization of mobile as a tool for acquiring knowledge has gained popularity notably in developed countries and it continually grows in other countries like the Philippines.Mobile learning is the future modern way of learning,so it is exceptional for the students to hold on with changing technology and time.Mobile learning has a key position in elaborating a distinct pedagogical way of teaching tertiary students.Acquisition of information through gadgets e.g.mobile technology is unlimited;the learners and observers can bring in knowledge and information no matter when and wherever as its main strengths.Drawing upon the model of technological acceptance(TAM)and five other variables such as facilitating conditions(FC),perceived enjoyment(PE),perceived service quality(SQ),perceived value(PV),and satisfaction(SAT)was developed to identify determinants of acquisition of knowledge and skills over cellular devices measuring the importance of perceived value in successful acceptance of acquiring of knowledge and information via mobile devices an observational viewpoint from the Philippines. For this purpose, the data is collected from university respondents, randomly chosen from Manila City, and City of Hefei,China.Chinese intimacy with mobile technology adoption is highly observed thus giving Chinese students more outlook to employ it in daily life. The results from the side of Chinese will draw a point as to how Filipino tertiary students regard m-learning adoption in the country. This is imperative that the country will provide better understanding about m-learning adoption in the Philippines. The investigation utilizes quantitative with the support of SPSS and regression analysis. The investigation concludes SQ possesses the most domination which contributes directly to users' perception of utilizing the service however based on the overall findings PE has an insignificant effect on PV.It is identified that SQ should be improved. The findings show that the better SQ is the better the level of value received and felt is.It is vital to boost and enhance SQ to keep on maintaining its long-lasting effect on users' motive to utilize the m-learning.Exploring the factors under SQ service quality should be improved for there has a fundamental influence and domination on PV.The absence of driving components that fall under FC can hinder the acceptability of technology. The absence of driving components that fall under FC can hinder the acceptability of technology.Furthermore, the investigation reveals that PV is noted as users' overall appraisal of the total worth of the experience formed on the users' judgment of what is provided and received therefore based on the findings,it shows that PV acts a more significant role which signifies that it has more influence on the intentions to utilize than what satisfaction does. Two groups are compared, the investigation has to answer what differs the Filipino respondents to Chinese respondents,in 160 willing Filipino respondents who participated in the data collection, the data reveals that the respondents' satisfaction has immense impact on behavioral intentions(BI)thus defining satisfaction(SAT)on basis of adoption m-learning in the Philippines whereas in China,200 willing respondents characterized adoption will be highly acceptable if perceived value is improving PV will more likely proceed to too much, stress and burden.
