Study On Homestead Exiting Way Selection And Exit Echanism Under Farmers' Differentiation

With the accelerated pace of new urbanization,the rural population gradually transferred to work and settle in the city,resulting in a large number of idle land,"hollow village","more than one residence"," homestead area exceeded " are frequent occurrences.Based on the great potential for the homestead exit and great demand of construction land,the state has issued the relevant policies and measures to effectively lead farmers to exit the homestead,and take the rural homestead exit system reform as one of the main tasks of the rural land system reform work,the state try to solve the problems what the homestead can not easily exit.From the current pilot policy,the exit of the homestead should be based on the farmers' voluntary participation and compensation.Therefore,it is very important to analyze the farmers' willingness.Nowadays,the focus of the research on the homestead exit is not only the question of whether the farmers are willing to quit,but also the way that the farmers are willing to accept,what are the important factors that affect their choice of exiting way.Theoretically the rural homestead exit,on the one hand,is the need of national economy and social development,but it is closely related to the improvement of farmers'income and the change of employment.Based on this,this article will explore farmers'differentiation affecting the choice of the exiting way,and try to build the exit mechanism,in order to provide reference for theoretical research and enrich the homestead exit practice.This paper firstly constructs the theoretical analysis framework,and explores farmers'differentiation affecting the choice of the exiting way.Secondly based on the survey data of Luxian County,this paper sets up Logistic regression model and empirical study on influence factors of the choice of homestead exit ways.Finally,based on the results of the survey and empirical analysis,this paper analyzes the current situation and problems of the exit mechanism in Luxian County,and puts forward some suggestions.The main conclusions of this paper are as follows:(1)The choice of the homestead exiting way is closely related to farmers' diff erentiation degree,the characteristics of family endowment,and the situation of urb an and rural areas,social psychology and policy factors.In particular,which profes sional differentiation degree and income differentiation degree have a significant pos itive effect on the choice of living in the city,whether relatives live in the cities,whether family members attend the urban social insurance has a significant positive effect on Farmers' choice of living in cities,there is a significant impact on farme rs' choice of living in the city,when farmland transfer is easier,and buy houses in the city,employment,education are the important reasons;the proportion of the el derly in the family,the farmers' expectation on holding period,which has a signifi cant positive impact on the farmers' choice of centralized living style,and the guid ance of government and policy,accustomed to the original way of life,improve the living environment.There are part of reasons why they chose to live together.(2)From the perspective of farmers' differentiation,Luxian County has currently constructed the homestead exit mechanism,which is included the financial security mechanism,compensation mechanism,organizational work mechanism and supporting mechanism,but there are still some deficiencies,mainly in:in the funding guarantee mechanism,financial pressure is increasing;in the compensation mechanism,the compensation of homestead cannot form a "pull";in the organization mechanism,lack supervision in Village Fund,the Comprehensive quality of some village cadres is not high;in the matching mechanism,land transfer policy is not perfect,the farmers' follow-up public service system is not perfect.(3)According to farmers' differentiation and the different needs of different farmers,perfect the homestead exit mechanism.Specifically,combine with the actual situation in Luxian County,in the funding guarantee mechanism,widen the financing channels and establish a pluralistic funding guarantee mechanism;in the compensation mechanism,perfect the compensation system;in the organization mechanism,establish the village fund management model and improve the overall quality and policy implementation ability of grassroots team;in the matching mechanism,optimize the land circulation policy,build the farmers' basic living pluralistic security system.
