The more strong counties are,the more powerful Henan is in a large province of population.The proportion of the county population in 2016 was more than 70%,while the proportion of GDP was close to 2/3.Ensuring the benign development of the county economy has become the inevitable choice for Henan province to move towards the road of modernization,which needs the support of “software”.First,the support of basic public service.The improvement of the basic public service in the county is a push to eliminate dualistic structure of urban and rural areas,which can effectively promote social fairness,promoting the transition of economic development to consumption driven.Second,the support of agricultural technological progress.The county economy is the best breakthrough point to solve the "three rural" problems,which can effectively connect the counties,towns and villages through the industrial agglomeration effect.But,the non exclusiveness of basic public services and the basic position of agriculture in the national food safety determine that they are inseparable from the support of financial funds.Therefore,it is of great theoretical and practical significance to explore the mechanism of basic public services and agricultural technology progress on the urbanization of county towns based on fiscalin Henan province.Weconstruct the basic public service index system,basing on 2006-2016 panel data of countyin Henan province,calculating its weight by entropy method.On the whole,the level of basic public services in Henan province has increased slowly,but the level of basic public services between counties is obviously different.The level of per capita basic public services in poor counties receiving top financial subsidies is on the rise,which had been higher than that of privileged counties since 2009.We create aninput-output index of green agriculture,using the model of super efficiency DEA-SBM to measure agricultural technology progress.With the help of a strong industrial foundation,the privileged counties has been catching up with the trend of ordinary counties and poverty-stricken counties in agricultural technology progress.Next,we construct a theoretical framework to discuss the impact of basic pubic services and agricultural technology progress to county urbanization in the view of fiscal expenditure,using dynamic spatial econometric models to test the hypothesis.Last,based on the financial characteristics of the county classification,we carry out a more in-depth empirical analysis.The conclusions are as follows: First,from the whole perspective,basic pubic services and county urbanization had an inverted U type relation,which is in the left half at the moment;the basic public service accelerated the promotion of the urbanization in the county of Henan province;agricultural technology progress had accelerated county urbanization;There is a reverse relationship between county urbanization and the ratio of expenditure to agriculture and supporting agriculture.Second,the fiscal expenditure bias behavior of local government to underestimate basic public service has promoted county urbanization by influencing the supply of basic public services,which is not significant in the privilege county and the general county;the financial expenditure of agriculture has promoted urbanization in the poor counties and the general counties by affecting agricultural modernization.Third,because Henan province is still in the stage of extensive development at the present stage,increasing of investment in fixed assets is conducive to the promotion of the urbanization of the county.Narrowing the income gap between urban and rural areas in privileged counties and ordinary counties is conducive to the development of county urbanization,while the moderate enlargement of income gap between urban and rural areas in poor counties is a good tool to promote the urbanization of counties.
