Comprehensive budget management has been an important management control tool and standard operating procedure in large enterprises and enterprise groups since it came into being in the company of the US after 1920s.Just like what David Otley-a famous management scientist thinks,comprehensive budget management is one of the few management control methods,which can meld all the key issues enterprises face into a single system.With the development of China's New Normal,interest rate marketization and strong supervision,the time when the commercial banks could make easy money has gone forever.Accordingly,they face more rigorous challenge in banking management and seek effective tools to optimize the management spontaneously for the purpose of "asking for benefits from internal management".As a scientific management system to strengthen internal management,market adaptability and competitiveness,the banking industry highly values comprehensive budget management and practice it in recent years.Most of the commercial banks have been applied comprehensive budget management which is still in fundamental lever in the field of financial planning in China.Consequently,there is a long way to implement all the functions of comprehensive budget management for the reason the progress of it is not well effected.As a CFO of a nationwide joint-stock commercial bank Nanjing branch,the author,with years of experience in studying the practice and theory of budget management at home and aboard,focusing on the practice of budget management in CNCB Nanjing branch,puts forward solutions to keep strategic programming,budget organization,resource allocation and performance assessment as an integration and run smoothly by the means of comprehensive budget management more than technical operation.This paper helps to confirm strategic programming of the bank's branch by the model SWOT which can show the branch's strengths,weaknesses,opportunities and threats,determine the indexes and target of annul budget by quantify its strategic programming with budget,propose optimization scheme of budget organization and dimension to promote budget work effectively and scientifically,elevate input and output efficiency of resources by enhancing the relations between resources and budget,amplify the ratio of achieving agreed targets in performance assessment to strengthen the seriousness of budget,achieve strategic goal by the performance assessment system which constitutes KPI and BSC.Finally,with a starting point of strategic programming through case study,this paper establishes a whole process system of comprehensive budget management which contains budget management,resource allocation and performance assessment.
