Research On Economic Responsibility Audit Of Senior Executive Tenure In CY Power Plant

The audit of economic responsibility is a new type of audit supervision system with Chinese characteristics under the new normal of China's economic development.It is also the inspection and verification of the leading cadres of the party and government and the principal responsible persons of state-owned enterprises and institutions.The performance of personal financial responsibility of senior executives,the evaluation of their personal performance as the main content of the audit system.According to the relevant audit regulations,the State Power Company dispatched an audit team to audit X de Shen,the former director(general manager)of CY Power Plant,during the audit period from December 2013 to November2016.However,the audit process is flawed and reflects the current economic responsibility of senior executives' tenure in China.There are some problems in audit.Therefore,this article starts from the case study of economic responsibility audit,hoping to promote the development and improvement of China's economic responsibility audit.This paper adopts the method of combining theory with practice,taking the example of economic responsibility audit of executive tenure in state-owned CY power plant as the breakthrough point,first of all,it analyzes the basic theory of economic responsibility audit,that is,the concept of economic responsibility audit.The characteristics of economic responsibility audit,the relationship between economic responsibility audit and entrusted economic responsibility,and the comparison between economic responsibility audit and conventional audit are discussed.This paper briefly introduces the relevant theoretical basis of economic responsibility audit: the theory of entrusted economic responsibility,the theory of power restriction and supervision,and then,briefly expounds the audit event of economic responsibility of senior executives in CY power plant.The company profile,audit background,audit process,etc.Finally,through the analysis of the economic responsibility audit practice,the paper points out the economic responsibility audit system,auditors,internal control,evaluation indicators,The related problems in the application of audit results and the causes are put forward,and the suggestions of perfecting the economic responsibility audit for senior executives in CY power plantare put forward: speeding up the construction of legislation and rules and regulations on economic responsibility audit,Strengthen the construction of audit team,optimize the internal control system,set up scientific evaluation index system,strengthen the application mechanism of executive economic responsibility audit result,etc.,the economic responsibility audit will develop in the right direction and play its due supervisory function.
