Research On The Conflict Of Interest And Coordination Of The Government-Industry-University-Research Institute Collaborative Innovation Project

Collaborative innovation is an effective way to promote the combination of economic development and technological innovation and to accelerate the transformation of technological innovation achievements into practical productive forces thus promote social and economic development.The goal of collaborative innovation project is to achieve win-win cooperation and overall optimization,and to achieve individual rationality to the greatest extent under the constraint of overall rationality.However,there are many obstacles in the process of the collaborative innovation activity due to the different management ideas and interest demands of each innovation subject.Among them,the conflict of interest is the most critical and contradictory problem,which plays a decisive role in the success or failure of the collaborative innovation project.At present,the research achievements on the conflict of collaboration innovation is mainly focused on the conflict of culture,the conflict of cooperation way and the conflict of intellectual property,however,the research on the conflict of interest is still lacking.Therefore,it is very necessary to analyze the conflict of interest in the collaborative innovation project and put forward the coordinated countermeasures for the conflict of interest so as to promote the smooth development of the collaborative innovation project.After analyzing the connotation of the conflict of interest and the forming mechanism of the conflict of interest in the collaborative innovation project,this paper divides the collaborative innovation project into two stages according to the process of the collaborative innovation activity,which are the contact period and the running period.The conflict analysis theory,the evolutionary game theory,the cooperative game theory,the scenario analysis theory and other relevant theoretical knowledge are used comprehensively to study the conflict of interest and the interest coordination mechanism of the government-industry-university-research institute collaborative innovation project(GIUR).During the contact period of the GIUR collaborative innovation project,this paper constructs the conflict of interest analysis model based on F-H conflict analysis method and intuitionistic fuzzy number ranking method,then analyzes and evaluates the stability results.During the running period of the GIUR collaborative innovation project,the evolutionary game model of the conflict of interest between enterprise and university-research institute is constructed based on the evolutionary game theory,and the results of evolutionary stability areanalyzed concretely,then it finds out the influence factors of the conflict of interest in the GIUR collaborative innovation project.Finally,according to the causes of the conflict of interest and the analysis results of the conflict of interest of the GIUR collaborative innovation project,this paper puts forward the corresponding coordination mechanism of the conflict of interest which include four aspects,such as the overall goal and individual goal coordination mechanism,the interest coordination mechanism among the innovation subjects,the third party coordination mechanism,the policy and regulation coordination mechanism and so on.Its purpose is to provide the theoretical reference for solving the conflict of interest problem in the GIUR collaborative innovation project.Based on the conflict analysis theory and other theoretical knowledge,this paper constructs the two-stage conflict of interest analysis model which include the contact period and the running period of the GIUR collaborative innovation project.Then it proposes the conflict of interest coordination mechanism according to the causes of the conflict of interest and the analysis results of the conflict of interest of the GIUR collaborative innovation project.It can provide the theoretical reference for solving the conflict of interest among each collaborative innovation subject reasonably and effectively,and then it can promote the sustained and stable development of the collaborative innovation project.In addition,this research has made up for the gaps in the current research on the conflict of interest of the collaborative innovation project,and it has also enriched the research results on the dynamic equilibrium of the interest in the collaborative innovation project.
