Study On Agricultural Subsidy From The Perspective Of Three-Rights Distribution

The macro background and micro foundation of China's rural land system are undergoing profound changes.Three-Rights Distribution of rural land is another major innovation since the reform of China's rural collective land ownership and farmers' contracted management rights,which has brought China's agricultural land system into a new era.There is a great correlation between the support of the country and the development of agriculture.Under the new agricultural land system,scientific formulation of agricultur'al subsidies policies can promote the development of moderate-scale operations and the orderly circulation of land,and the development of modem agriculture.Therefore,it is of great practical significance to explore the current status of China's current agricultural subsidies and determine the subject of subsidies and specific standards for subsidies.In order to study this issue,Liling City was selected for investigation and analysis,and the current situation of agricultural subsidies and the impact on agricultural development in the context of the three-rights distribution were studied.The results of the study are as follows:(l)The survey shows that there are many kinds of traditional agricultural subsidies,and the target of subsidies is relatively simple.There is no explicit provision on the separation of contracting rights and management rights.The subsidy subjects are divided into subcontractors and business entities under the three-rights distribution system.The types of agricultural subsidies enjoyed by the land operating entity include:farmland subsidies,planting subsidies,and circulation subsidies.Qualified contractors and business entities enjoy cultivated land subsidies(agricultural support protection subsidies).Subsidies for moderately scaled operating entities mostly use the form of“build first,fill afterwards,and do the work first,.A new type of business entity that meets the scale of land transfer can apply for an application,and after approval,it can obtain incremental agricultural subsidies.The state has great support for agriculture.In addition to the agricultural subsidies that can be obtained directly,there are some implicit subsidies that are used for the research and development of agricultural production technologies and for pilot projects in the medium term.With the advancement of agricultural production scale and modernization,it is also possible to further increase the subsidy category.(2)Due to the agriculture is a weak industry,agricultural subsidies have a great influence on the enthusiasm of agricultural production.The focus of agricultural subsidies policy directly affects the specific requirements for agricultural development.Under the perspective of three-rights distribution,the focus of the agricultural subsidy policy mainly includes the three aspects of farmland fertility protection,moderate scale management,and farmland circulation.From the perspective of implementation effect,the sown area of cultivated land increased,but the increase was smaller,and the level of land productivity increased;the number of new-type operators increased with the government's strong support;the proportion of circulation in agricultural land circulation increased,and the circulation area was scaled up and outflow.The forms of diversification are arranged in the following order:Cooperatives>Family Farms>Farmers>Enterprises.There are some problems in the current agricultural subsidies,which are.mainly manifested in the complex application of the declaration,the review work waste too many time,and the large amount of statistical work.The farmer do not have sufficient understanding of the agricultural subsi(fy policy under the background of the s three-rights distribution,and have weak will about the moderate-scale operation intention.(3)The agricultural subsidy policy has a certain role in promoting the promotion of moderate-scale operations and the improvement of the ratio of agricultural land circulation.In order to ensure the rights and interests of all parties after the separation of the three-rights,it is necessary to further clarify the subject of subsidy.The differentiation of subsidy subjects starts from farmers,Based on farmers' perspective,use Logistic regression analysis,combining agricultural subsidies with the willingness of a moderate scale of operations and the circulation of agricultural land.The results of the model operation show that:Among the three categories of farm household characteristics,land transfer,resource endowment and agricultural subsidies,there are 8 variables that are significantly related to the willingness to operate on a moderate scale.Among them,there are five variables that are significantly negatively correlated with the willingness to manage business on a moderate scale.The order of relevance is land transfer period>household income>farmer household age>farmer household education level>agricultural subsidy policy satisfaction level,and there are three variables and a modest scale of business intention.There was a significant positive correlation.The order of relevance was the number of contracted agricultural lands>agricultural subsidies obtained>whether land rights were determined.(4)Based on the current research of agricultural subsidies,we will consider the future direction of agricultural subsidies.Judging from the amount of subsidies,it will still show an upward trend.The agricultural subsidies policy will be more oriented towards green ecology and precision.The categories of agricultural subsidies policies mainly include subsidy categories,preferential categories,and special support categories.Different types of subsidies have different ways to obtaining.The subject of subsidies should not only be embodied as actual participants,but should also be based on a balanced distribution of the collective,contractor and operator.
