Achieving social equity and justice is inclusive growth oriented value orientation,and the biggest problem facing the realization of social equity and justice is inequality of income distribution.The improvement of income distribution reflects not only the increase of household income(growth)while economic benefits are created,but also the result of economic benefits of equal distribution(equity).In 2016,the inclusiveness is the core theme of the G20 summit in Hangzhou of China.The core of the idea is to emphasize economic growth(economic inclusion),equality of opportunity(opportunity inclusion)and environmental protection(Environmental inclusion),the aim is to achieve balanced development in three aspects of economy,employment and environment.An important factor has an impact on the growth of income,and shows a positive promotion,while the factor gains more benefits for the poor,and it can be said that the factor brings inclusive growth.Social capital not only helps maintain social equilibrium and promote economic growth;it also helps increase opportunities for citizens to share in economic growth;and plays an important role in maintaining win-win economic environment.The accepted definition of social capital is Putnam(1993),which is summed up as trust,common norms,norms and customs,and associations.Through the infiltration of social norms and shared values,it not only promotes the accumulation of social capital,but also improves the efficiency of human capital,promotes financial development and saves resource consumption.However,the existing literature mainly studies the direct or indirect impact of social capital on income distribution,or studies the relationship between inclusive growth and income distribution,and it is mostly qualitative research.The empirical research is relatively lacking.Scholars have not formed a clear argument about the relationship between social capital and inclusive growth.The environment,economy,and opportunities are placed in the theoretical framework of inclusive growth and income distribution.Based on the analysis of the path of social capital and the principle of influencing inclusive growth and income distribution,this theoretical study is almost impossible,and this has led to the promotion of social capital.The empirical study of the relationship between inclusive growth and income distribution has the objectivity and the inherent mechanism of "black box".Based on this background,,how to alleviate the uneven distribution of income distribution and achieve inclusive growth is the first problem.Based on the panel econometric analysis method,this paper discusses the impact of social capital on inclusive growth and income distribution.Because social capital has regional endowment,it selects the ten year panel data of eastern and western regions from2006 to 2015,and statistical studies were conducted using statistical yearbook data.It focuses on the following two issues: First,it interprets and deduce the role of social capital in financial development,equal opportunity,and green sharing as the intermediary's role in mediating inclusive growth and income distribution.Second,through the introduction of social capital,we empirically analyze the impact of social capital on inclusive growth and income distribution.The research conclusions of this paper are as follows: firstly,there are significantregional differences in eastern and western regions,with the accelerated accumulation of social capital,the uneven distribution of income in the western region is smaller and more significant than in the eastern region.This indicates that the remote western regions need to enhance the communication and contact between residents through social capital,promote the establishment of informal networks,develop the Internet +new forms,new models,and promote the sharing economy.Second,the imbalance of income distribution in rural areas is more significant than that in urban areas,and the social network sharing of social capital and trust to establish effective cooperative system of fair competition,perfect distribution system,to guarantee the sharing of results and benefit all people.Third,the growth of employment opportunities and the reduction of environmental pollution are more significant than the increase of financial development benefits to the income distribution,shows that the opportunity sharing is more conducive to improving the income gap and the unfair distribution than the economic growth,and the government through the social network,trust and other "hematopoiesis" way to increase residents to participate in public affairs and share development opportunities,opportunity for poverty alleviation,and the way of "bottom-up" will help to reduce the gap between the rich and the poor,promote the rationalization of the income distribution.Through environmental regulation,a strict environmental emission system is formulated to ensure steady economic growth,win win situation of economy and environment,and truly achieve economic,social fairness and coordinated development of the environment.
