Since the restructuring of rural credit cooperatives,rural commercial banks have entered a period of vigorous development.In the process of restructuring and integration,some rural commercial banks have rapidly grown up with strong capital strength and good regional economic environment,becoming large-scale rural commercial banks that can compete with joint-stock commercial banks.As rural commercial banks play a more prominent role in promoting agricultural development,the operating performance of rural commercial banks has become the focus of attention.This paper believes that the credit decision of rural commercial banks is affected by the financing environment represented by the difference in ownership of capital return,and the research on the decision-making environment is very necessary.In order to highlight the timeliness of the research topic,this study selected 19 large-scale rural commercial banks nationwide as samples to conduct research.This article first measured the total factor growth rate and its decomposition value of the sample rural commercial banks from 2010 to 2016.It was found that the total factor growth rate of the rural commercial banks in the seven years showed a trend of increasing at first and then decreasing,and the decline of the rural commercial banks in the eastern region was even more serious.On this basis,this paper makes full use of provincial and rural commercial banks' data from 2010 to 2016,taking the difference in the returns of inter-provincial ownership as a major explanatory variable,introducing the proportion of regional agriculture,the growth rate of rural commercial bank assets,the loan to deposit ratio of rural commercial banks,and the cost of operation of rural commercial banks as control variables.The FGLS method and the differential GMM method are used to explore the influence of various factors on the total factor productivity and its decomposition value of rural commercial banks.The results show that reducing the difference in ownership returns helps increase the efficiency of financial resource allocation and thus improve the total factor productivity of rural commercial banks.This effect is more pronounced for rural commercial banks in the eastern region.The change in the difference in ownership that lag first-step is still significantly negatively related to total factor productivity,which is mainly reflected in the fact that the increased ownership system will significantly reduce technological progress.In order to enable rural commercial banks to maintain the growth rate of total factors,the government needs to promote ownership reforms efficiently,and at the same time,rural commercial banks must strengthen their risk management.
