| To efficiently solve the housing problems of people with low and medium-income housing difficulties,newly employed students and migrants.On June 12,2010,the central seven ministries and commissions promulgated the Guiding Opinions on Speeding Up the《Development of Public Rental Housing》.Since then,public rental housing has become an essential component of housing security and has actively started public rental housing throughout the country.Public rental housing has a wide range of applications and plays a crucial role in solving housing difficulties.In 2013,《The Notice on Binding and Operation of Public Rental Housing and Low-rent Housing》required that the public rental housing and low-rent housing should be integrated and run from 2014 onwards.Now with the completion of a large number of public rental housing delivery,all over have started public rental housing rental work.However,some cities initially did not consider the actual income of tenants,which resulted in high rental prices and insufficient income of protection targets.It led to renters abandoning their leases and vacating public rental housing,resulting in a massive waste of public resources.The research object of this article is the public rental housing pricing model.This article mainly studies the pricing of public rental housing based on housing affordability.First of all,through combing relevant research on public rental housing and housing affordability,the article laid a theoretical foundation for follow-up research.Second,through the analysis and comparison of the method of proportioning the housing affordability and the method of residual income,the residual income method was selected.The calculation of residential housing affordability was conducted.Then the pricing methods of affordable housing in Germany,the United States,and Japan were analyzed.After that,I conclude that the pricing of foreign public rental housing models was adjusted according to the actual situation in the pricing method based on residents' income.After analyzing the pricing methods of public rental housing in the typical cities in China: Beijing,Xiamen,and Chongqing,it is found that the rental base of public rental housing in China is based on market rent and construction cost.Thirdly,through the research on the development status and pricing of public rental housing at the current stage in Taiyuan,it is established that the pricing of the public rental house in Taiyuan is based on the construction cost as the primary pricing standard and also base on the rent of the surrounding market.Therefore,this paper calculates the per capita disposable income of Taiyuan and uses the ELES model to estimate the per capita non-housing payment level of Taiyuan.Finally,it establishes the pricing model of public rental housing based on the housing affordability through the residual income method and uses the statistical data of Taiyuan to conduct empirical research.Through the calculation of housing affordability,the public rental housing can be reasonably priced in consideration of the consumption level of low-and middle-income groups in the process of pricing,enhance the social security of public rental housing,and promote the sustainable development of public rental housing. |
