Discussion On The Internal Control Of Fund Management Of Cultural Media Enterprises

Along with the economic globalization,the internal management of enterprises tends to increasingly complex and pluralistic.Internal control has gradually become an important measure of realization of strategic objectives and risk prevention in modern enterprise management.The effectiveness of internal control has determined the survival,development and strategy of the enterprise to a great extent.At the same time,for any enterprise,fund will continue to flow in the blood of the enterprise as long as they survives.Fund runs through all parts of production and operation in a tangible or intangible way.As the blood of an enterprise,fund is the most active and risk component of corporate assets.Therefore,improvement of the fund management internal control must be the most important part of internal control,and also prerequisite for ensuring the healthy,sustainable and steady development of the enterprise.From the beginning of this century,the state has issued a series of intensive policies and measures to promote enterprises to establish and improve the internal control system.However,most enterprises are still passive to internal control for various subjective or objective reasons.Relatively sound in system but shelved in implementation.On the other hand,the existing domestic and foreign research on internal control of fund management is mainly focused on the internal control of the monetary fund which is only a part of the chain of complete fund circulation.The complete fund circulation starts from monetary fund which is converted into asset status through fund payment,and end with monetary funds which returned from asset status after fund collection.It is obvious that the fund activities are reflected in the whole process of production and operation of the enterprise.Fund is only the starting point and end point of the circulation of funds,but not all.The internal control of fund management should be fitted up with the circulation of fund.Otherwise,the lack of control link will result in the failure of the internal control of fund management,which will affect the operation effect of the internal control of the whole enterprise.It is also the very little concern of all kinds of research on internal control of fund management.At present,cultural media enterprises are in a stage of great development,great progress and increasing risks.And the industry characteristics of asset-light and high uncertainty decide its own susceptibility to the overall environment fluctuation of the industry.It is likely that that fund management will have a great impact on the overall operation of an enterprise even due to the high specific gravity of fund in assets.It raises a higher demand for cultural media enterprises tomake fully operate fund,maximize the benefits of fund and ensure that fund can effectively evade risks while achieving safe and stable turnover cycle.This paper follows the research idea of problem raising,analysis and solving.Based on the principle of combining theory with practice,this paper puts forward the methods and ideas of constructing and improving the internal control of fund management of cultural media enterprises.In this paper,the background and significance of the research are first expounded,and the relevant studies on internal control by international and domestic scholars are reviewed also.Then it adopts the theory of internal control and the internal control of fund management and the research achievement of risk management theory.According to the research background of the ABC newspaper,it analyze that deficiency and genesis of ABC newspaper in the four key business links involved in the complete circulation chain of the enterprise which involve fund payment,asset management,fund collection,monetary funds,based on the internal and external environment of ABC newspaper's internal control as well as the current situation.At last,according to the regulation of internal control of enterprises in China,this paper puts forward the optimization and improvement strategy of ABC newspaper's internal control system in accordance with ABC newspaper's overall development strategy.It is based on various specific fund management methods such as control environment,comprehensive budget,fund collection and payment,authorization approval,separation incompatible position,accounting system and monitoring,etc.Some common problems and countermeasures of internal control of fund management in cultural media enterprises are systematically summarized in this paper,according to the development status and the business characteristics of the traditional cultural media enterprises.The optimization and improvement strategy put forward in this paper include perfecting management system restriction and supervision,strengthening fund operation and plan budget management,standardizing the authority and procedure of approval.It is hope that some reference and promote role could be worked in the practice of internal control of fund management.This paper is to enrich the research on the theory of internal control of fund management.
