Research On The Problems And Countermeasures Of Local Government In Capital Attraction Under The Background Of Industrial Structure Adjustment

China's economic and social development has entered a new stage,"Three carriages"give way to "three big engines",that is,system change,structural optimization and factor upgrading.This corresponds to the reform,transformation and innovation stressed by the central leadership.They are the driving force of economic growth by improving TFP.The country attaches great importance to promoting overall reform,structural transformation and innovation driven from the top down,which shows that the dynamic structure of economic growth has begun to undergo major changes.Under the background of industrial structure adjustment,The analysis of the policies,measures,problems and achievements of the adjustment of the industrial structure of the country has practical and far-reaching significance for local governments to develop regional economy,reform regional industrial structure and promote the overall development of society.Attracting investment is a government led,social organization and enterprise wide participation in the special work,so in the study of the adjustment of industrial institutions this proposition,it is necessary to study the government investment.The adjustment of the industrial structure puts forward new requirements for the local government to attract investment,and the main function of attracting investment is to promote the upgrading of the industrial structure.This paper attempts to combine the background of industrial adjustment,combined with government investment system,the status quo and the focus of Nanjing city investment work,from the investment way,policy innovation makes some discussion and research;By using the methods of literature research,empirical analysis and questionnaire survey,this paper analyzes the specific problems of investment promotion in Nanjing.The problems of attracting investment in government at all levels in Nanjing are mainly concentrated on the unclear responsibilities,the system is not smooth,and the relevant policies do not coincide with the actual situation.Focus on the use of foreign capital work,as well as governments at all levels of government investment and the role of understanding of the lack of function and so on;This paper argues that the government of Nanjing city in the process of carrying out government investment work in addition to learn from the advanced countries,the key city outstanding in this respect and work methods,should also enhance,service innovation,from the service consciousness of the government service mechanism,linkage policy innovation aspects,while improving the utilization of foreign capital and work methods,strengthening the service of investment enterprises etc..
