Research On The Heterogeneity Of TFP And Its Influencing Factors In Chongqing's Producer Services Segments

With the transition from "industrial economy" to "service economy" in our country,the service industry,especially the producer service industry,has become an important force for promoting the national economic development as well as an emerging field for the strategic adjustment of China's economic structure.Chongqing,as one of the municipalities directly under the Central Government and one of the representative cities in southwest China,further strengthened the road of developing productive service industry in the Opinions of Chongqing Municipal People's Government on Accelerating the Development of Producer Services in 2015.In recent years,the productive service industry in Chongqing has seen rapid growth.Its value-added has increased from 44.612 billion yuan in 1998 to 434.167 billion yuan in 2015,and has become the backbone of the development of the service industry.The quality issue of economic growth has gradually attracted widespread attention from all sectors of society.Scholars generally believe that total factor productivity(TFP)is an important indicator to measure the sustainability and healthy development of an industry.It reflects the quality and efficiency of economic growth.So what is the quality of the development of producer services in Chongqing? Is the extensive growth brought by relying on large-scale input? Or by increasing the efficiency of total factor productivity brought about by growth? What is the difference between the various sub-sectors of the heterogeneity? And what are the factors that affect TFP heterogeneity among industries? This paper hopes to study the above problems.The paper begins with the development of productive service in Chongqing.First,the DEA-Malmquist productivity index method was used to measure the changes of TFP in Chongqing's producer services and sub-industries in 1998-2002 and 2005-2015.The TFP and its decomposition index and the breakdown among industries TFP heterogeneity analysis.Secondly,using the same method to measure the TFP and decomposition indicators of China's producer services and sub-industries in the same period,comparing the development of producer services in Chongqing with the national level to find out the advantages and disadvantages.Thirdly,the influence of human capital,innovation input,informationization level and government scale on the heterogeneity of TFP in different industries is investigated.Finally,according to the conclusions of the previous article,corresponding countermeasures and suggestions are proposed to provide reference for promoting the connotative development of Chongqing's producer service industry.The main conclusions of this paper are as follows:(1)During the study period,producer services in Chongqing changed from extensive growth to efficient growth.However,the average annual growth rate of TFP was not high and fluctuated downward in recent years.The two major components of TFP,technical efficiency and technological progress in the TFP before and after 2005,there are differences between 1998-2002,technical efficiency of TFP played a significant role in promoting the obvious negative impact of technological progress.From 2005 to 2015,the technical efficiency restrains the growth of TFP,and the technological progress is the main driving force of TFP growth.At the same time,the TFP and technical efficiency of the producer services subdivision industry all show a large industry heterogeneity,and the industry heterogeneity of technological progress is the smallest.(2)The TFP growth rate of producer services in Chongqing surpassed the national average for the first time in 2008,and then dropped in volatility and gradually approached the national level.(3)Human capital,innovation input and the degree of opening to the outside world have a significant negative effect on the heterogeneity of TFP in the subdivision sector,while the positive influence of the government scale is significant.The degree of industrialization and informatization are not significantly different from the TFP heterogeneity Correlation.Based on the findings,the following policy recommendations are proposed from the government level and the industry level respectively: The government level:(1)raise awareness and focus on the quality of economic development;(2)expand market openness and improve the personnel training system;(3)accelerate the implementation of innovation-driven Development strategy encourages enterprises to strengthen independent innovation;(4)Transform government functions and actively promote marketization.At the industry level:(1)Continuously improve the management level and increase the technical input;(2)Actively introduce high-level talents and increase human capital investment;(3)Strengthen innovation input and enhance independent innovation capabilities;(4)Promote “walking” "Out" strategy,with international integration.
