In recent years,China has increasingly attached importance to various reforms in rural areas,among which agricultural land issues are the most important issue in rural areas.With the rapid development of urbanization and industrialization,the problem of abandonment of agricultural land is serious,and a large number of migrant workers in rural areas have also caused the emergence of shortages of land and labor.The orderly circulation of agricultural land will not only promote the optimal allocation of agricultural land resources,further increase the efficiency of agricultural labor production,but also contribute to the security of agricultural food,guarantee the full supply of major agricultural products,and also contribute to the mechanization and intensification of agriculture,and promote Increased income of farmers in agricultural production.Based on this,the government has attached great importance to agricultural land circulation and policy support,and agricultural land circulation has gradually developed.At the same time,related problems have gradually emerged: problems such as non-standard circulation prices in the circulation of agricultural land can easily cause irrational trading of agricultural land,which seriously damages the legal rights and interests of farmers who have transferred agricultural land.So far,China's agricultural land circulation price system has not yet been fully established.The turnover price of rural agricultural land is,to a large extent,determined by the two sides of the transfer of agricultural land through self-determination agreements or by the rural collective committee in which they are located.Both sides of agricultural land transfer are based on their own understanding of the circulation of agricultural land,and they determine the price of land transfer.However,in reality,the flow utility provided by the different entities will not be the same,so the evaluation price will be different.This will lead to a lack of scientific basis for the assessment,and in the end it will easily lead to confusion in the circulation price of agricultural land.The legal rights and interests of the peasants who are in a disadvantaged position in transferring land can hardly be guaranteed.Therefore,in order to reasonably control the large fluctuations in land prices,avoid the occurrence of land speculation,and reasonably guarantee the transfer of agricultural land to the legitimate rights and interests of farmers,the assessment of the price of agricultural land circulation is particularly important.This article specifically analyzes Marxist land rent theory,utility value theory,economies of scale theory,property rights theory and its relevance to agricultural land circulation price assessment and application,and lays a theoretical foundation for follow-up evaluation of agricultural land circulation prices.Next,the article first analyzes the use of cost method in the transfer of agricultural land,and concludes that the cost method can only be used as a reference for circulation prices.As a guarantee for the measurement of circulation prices,the acquisition fee for land is difficult to measure,and at the same time,future value-added.Lack of consideration of returns also leads to it not being an ideal method for circulating price assessments.Secondly,the article analyzes the market law in the traditional assessment,proposes the innovation of the market-appropriate method,and finally analyzes the feasibility of the method,and finally concludes that the proposed market method can be used for agricultural land circulation,but its use is limited.The use still requires the existence of a certain number of transaction cases.Next,the article analyzes the feasibility of the use of the income method.The income method can reflect the value of land transfer more accurately and accurately.However,it is also subjective and needs to be used depending on the circumstances.Then,the article analyzes the hypothetical development method and concludes that the hypothetical development method is mainly applicable to land that needs to be vigorously developed after circulation and has certain potential for development.Finally,the article concludes that the main methods in asset evaluation are applicable to the transfer of agricultural land.All of these methods have certain limitations.Different methods are applicable to different agricultural land circulation situations.There is no universal evaluation method applicable to any agricultural land.Circulation situation.Therefore,in the future,the assessment of agricultural land circulation prices should focus on further optimizing existing appraisal method models to improve the applicability of the method,or on the basis of existing models,put forward more innovative and practical assessment methods.
