| The pace of urbanization in our country keeps accelerating,the demand for infrastructure increases,and the problem of shortage of funds for construction by means of self-financing and local governments and bank loans also continues to emerge.In order to improve the efficiency of supply of infrastructure and services and reduce the financial burden,the government has promoted the PPP(Public-Private-Partnership)model in our country.However,due to the nature of PPP projects,large investment scale,long cycle duration and complex interest relationships among project participants,the incompleteness of project contracts is constantly increasing,resulting in the re-negotiation of PPP.Therefore,it is imperative to study the mechanism of renegotiation of PPP projects.The establishment of PPP re negotiation mechanism has important support and support for the smooth negotiation of PPP project in China.Through literature review and case analysis,this paper summarizes the key factors that cause PPP project renegotiation,and combines the case of PPP re negotiation in China,analyzes the main body of the PPP re negotiation,the time consuming of the PPP re negotiation and the result of the re negotiation of PPP,and improves the understanding of the PPP re negotiation in China.Based on the analysis of the issues related to the PPP re negotiation in China,the objectives and principles for the establishment of the PPP re negotiation mechanism are put forward,and the review mechanism of the PPP re negotiation,the process flow process of the PPP re negotiation,the regulatory system of the PPP re negotiation,and the mechanism framework of the PPP re negotiation are constructed.The framework of PPP renegotiation mechanism includes two parts: the core mechanism and the supporting mechanism.The core mechanism includes the pretrial mechanism,the trigger mechanism and the re negotiation process,and the supportingmechanism includes the policy support,the supervision mechanism and the punishment mechanism. |
