The Research On Public Policy,FDI And Water Resources Utilization In Laos Economic Development

Although Lao PDR is a rich in water resources country,but Laos is one of least develop countries in the world.Therefore,Laos needs to rely on foreign direct investment(FDI)to propel the economy.Though,to increasing FDI amount,Lao government was issue the policy for promote and attract foreign investment.However,what's FDI on water resources development and utilization impact to Laos? Dose FDI on water resources utilization can carry better living standard to Lao population? So,I decide to analyze this point because the case study hasn't been resreach by many people,in particularly I try to deeply make understand on government's development pattern by promote and allow FDI to further strengthen development and water resources utilization in Laos.This paper method mainly uses qualitative analysis to describe the economic situation,the status of FDI in Laos and development of hydraulic resources.In addition,I used chart and the government report to explain the relationship between FDI and water resources utilization in Laos,foscus on cost and benefit of utilization and development of water resources policy.There are six chapters in paper,first of all in Chapter one: I discused about background and significant of topic,the related theoretical and Journals reviewed.For The second chapter: I compared the basis of related theories.On third chapter I analyses current situation and characteristics of utilization on water resources in Laos and study government and public's goal.The fourth chapter: analysis on through FDI to development and utilization of water resources in Laos,history of FDI development,current procedure of FDI,the impact of FDI acceptance to government and residents,existing problems.The fifth chapter: research on experience and enlightenment of FDI to development and utilization of water resources in China.The sixth chapter: after can discover existing problems,we can know the way to improvement policy optimization strategy.Through my careful study,I can summarize various policies for Laos,To achivment goal by get rid least developed countries in 2020,So government used water resources is an important tool to be a bridge pilot Laos achieve goals,follow by modern industrial revolution,coupled with environmental protection and alternative energy,led government to turn to water resources for the production of hydropower supply to domestic demand and other countries need,it's the Laos important revenue.I found that FDI on utilization of water resources is the best choice for Laos in process development also suitable for current situation,but each project has a positive and negative impact,has cost and benefit,from research display it's more positive impact,that mean this is good policy that conforms today Laos' s situation.But whether policy will have positive impact or not,it's depends on architectural structure of each project.Most importantly,project will benefit or loss is depends on investor attention and government managerment ability.
