Nanchang City Rural Minimum Living Security System Research

The rural subsistence allowance is the last barrier to the life support of rural residents,and it is vital to the stability of rural society and the building of a moderately prosperous society in all respects.As the provincial capital,Nanchang,the system of subsistence allowances for rural residents since formally implemented in 2006,is gradually perfect,but with the economic development by the high speed growth stage into high quality growth stage,have appeared some new problems.In Nanchang city in Jiangxi province as the research object,this paper,based on the local rural minimum living security system of the history of specific solutions,implementation process and the detail of reaction,and through the questionnaire,and the use of information processing technology,to Nanchang system of rural dweller lowest life to ensure the implementation of the microscopic analysis of farmers' level.Through the investigation understands,Nanchang city since 2006,when the full implementation of rural minimum living security system,the safeguard object is more rural grass-roots,and various types of vulnerable groups,in the form of its security also from the single to the improvement of the security standard and increasing with the development of the reform and opening up.Mainly the problems existing in the information does not reach the designated position,the government civil servants to the understanding of the low policy does not reach the designated position,cause most of the low object incomplete information for local subsistence allowances system,some low staff service consciousness is not strong,lead to the reasonable demands of the insured object cannot be fast and exact for local authorities to the unit.For this reason,this dissertation puts forward the following countermeasures: improve staff work enthusiasm,villages by means of network informatization auxiliary interpretation low policy,collect security object,on expanding our scope of audiences for rural subsistence allowances system step by step,rich rural residents subsidies object form and improve the social safety net.
