Research On The Application Of PPP Model In Yongjia County Public Project

As a kind of public goods and public service,PPP mode is a kind of financing means and a new concept of management.It use the idle funds of the society to solve the shortage of funds for government,which can help to improve the quality of public service.In recent years,the state has enhanced the pressure of "lack of money" and "debt".The PPP model has been applied in public projects.At the same time,the national ministries and government intensive issued a series of policy documents,the formation of the PPP center,innovative project financing and strengthen the promotion of PPP projects,PPP mode into force and has been rapidly spread across the country in practice.But local governments in the PPP model in still in the initial stage.And a series of problems in the practice has occurred,which makes the PPP model hard to carry out.Therefore,this paper takes Yongjia County as an example,analyzing the application status of the public project and the existing problems,through studying the mechanism of PPP mode,starting from the relationship between the internal contract and the external guarantee mechanism,combined with the theory,analysis of the factors that restrict the application of PPP model in Yongjia County,find out the intrinsic reasons of restricting its the development of the.On this basis,according to the references of foreign countries and other places in our country,we try to find ways for Yongjia County for the PPP model,in order to provide reference for other county governments in China to promote the application of PPP model.
