The important of state-level new district as a national strategy,carries on overall development and first try to explore the important mission of reform and innovation.China's first state-level new city,founded in 1992,after years of development,the national new area show a feature of gradient development from coastal to inland,as of April 2017,the total number of national new district reached19.National new area in addition to maintain the high economic growth rate in the evacuation of the urban population,optimization of urban industrial structure,promote urban functions and to stimulate urban social and economic development has shown strong vitality,has become a new growth point of driving regional economic development.In 2016,the 19 national district has set up a GDP of about 4 trillion yuan,which is about 0.2% of the country's population and area,create economic output accounted for 5.4% of the national district,contribution to the national economy is very prominent.Under the background of a new round of the revitalization of the northeast economic strategy,the North-east area national new applications.From 2014 to 2016,The country has set up Dalian Jinpu New District in Liaoning Province,Harbin New District in Heilongjiang Province and Changchun New District in Jilin Province in North-east of China.Relying on the development and construction of the three major national new areas in the northeast region,it will help boost its role in the promotion of the northeast region's welfare and regional leadership,and promote the overall economic prosperity of the northeast region.It is helpful for the adjustment of the spatial structure of the three northeastern provinces and the improvement of urban function,so as to realize the strategic mission of the northeast region.However,in the development process of these three national new areas,there are some drawbacks,such as industrial homogeneity,relatively single industrial structure,and further optimization of industrial layout.To improve the deficiency existing in the development of North-east area national new district,better play its to boost the economic development of northeast area,the study to optimize the overall layout scheme is of great significance.The paper takes Marx's theory of labor division,growth pole theory,location theory and industry cluster theory as guidance and conducts a comparative study of the three national-level new districts in Northeast China.The similarities and differences between Jinpu New District,Harbin New District and Changchun New District in functional positioning,management system,resource advantages,location conditions,and industry status are summarized.At the same time,the successful measures for the construction of new cities in the UK,France and Japan will be used to provide reference for subsequent studies.Second,from the five levels of political construction,economic construction,social construction,cultural construction,and ecological civilization construction,the concept of optimizing the overall layout of the national-level new district in Northeast China was put forward.Finally,combined with the research results in front of the paper,the following countermeasures have been proposed for optimizing the overall layout of the national-level new district in Northeast China:(1)To improve the functions of the New District government by intensifying the reform of the administrative examination and approval system and strengthening planning and guidance so as to stimulate the vitality of social innovation in the New District;(2)Adopting measures to optimize and upgrade traditional industries,rely on advantageous resources to develop characteristic industries,and actively cultivate strategic emerging industries to improve the industrial layout of the new district;(3)Resolve people's livelihood problems in the New District through innovative investment and financing models,improve infrastructure construction,and strengthen the construction of talent support systems to ensure that the social construction and economic development of the New District proceed simultaneously;(4)From the aspects of improving the ecological civilization system,establishing a long-term incentive mechanism,strengthening government supervision,and actively developing new energy,etc.,strengthen the construction of ecological civilization in the new area;(5)The new district should actively develop economic and trade cooperation with neighboring countries by establishing an open economic system and strengthening the integration with the free trade zone.Through the above-mentioned countermeasures,we hope to straighten out the direction of the future development of the three new areas in the northeast and provide valuable reference for optimizing the overall layout of the three new countries,in order to give full play to the driving effect of the national new area on the revitalization of the northeast.
