Research On The Transition Of China Bonded Area Under The New Situation

Since the reform and opening up,in order to meet the rapid economic development and speed up the pace of opening up to the outside world,the government of our country refers to the international free trade zone operation mode and,with the approval of the State Council,establishes dozens of free trade zones in the coastal and inland provinces successively.The Changchun Xinglong Comprehensive Bonded Zone is one of them.It has made outstanding contributions in boosting the economy of Jilin Province,creating a window for the opening up of Jilin Province,and increasing overall innovation capabilities.However,with the rapid changes in economic conditions at home and abroad and the in-depth development of China's reform and opening up,the Changchun Free Trade Zone has gradually exposed many problems during its operation,such as laws and regulations,management systems,and investment policies.Changchun,as a key economic and strategic development in the northeast of China,has the more developed conditions of road,rail and air transport and can radiate more than 30 medium-sized cities in the northeast.Combining the development status of Xinglong Comprehensive Bonded Area and the experience of domestic and foreign free trade parks,under the background of a new round of opening to the outside world in our country,this paper tries to find a new model of its transformation and upgrading into a free trade park and a new model for economic growth in Jilin Province engine.This paper mainly got the following conclusions:First,from the perspectives of the external environment,the internal needs of the bonded area and the experience of the same types of free trade zones,Changchun Xinglong Comprehensive Bonded Zone has a full power to transform into a free trade park.In terms of the external situation,the process of economic globalization and regional economic integration is accelerating.The reform of the northeast region has entered a crucial period and the strategic deployment of coordinated development between the east and the west of the country.On the internal requirements,most of the bonded areas in our country have unclear legislation and qualitative features,and their functions and writings are affected.For the same type of free trade zone,the domestic Shanghai Free Trade Zone,the Tianjin Free Trade Zone and Hamburg Free Trade Zone of Germany have all provided valuable experience for the transformation of the Xinglong Integrated Free Trade Zone.Second,combining the analysis of the specific functions of Changchun Xinglong Comprehensive Bonded Zone,the general situation of the project and the amount of investment,we can see that the transformation of Xinglong Free Trade Zone is not only necessary but also feasible,with some problems hindering the smooth transition.By constructing an assessment model and bringing in various economic data indicators for 2014-2017 for empirical analysis,the above viewpoints are further validated.Third,the transformation of Changchun Xinglong Comprehensive Free Trade Zone into a free trade park should first define its own functional objectives and make efforts to innovate in the context of the lack of growth impetus in the northeast economy in search of opportunities for differentiated competition and coordination and cooperation.These goals include: Important logistics hub,increase the added value of export processing industry,vigorously develop high-tech industries,increase the proportion of high-end service industries.
