Research On The Impact Of National Audit On Social Audit Quality And Central Enterprise Performance

The national audit office is the highest audit institution.It undertakes the task of maintaining the stable development of the country's economic lifeline and supervising the good operation of the state-owned economy.This includes the responsibilities of auditing enterprises in key sectors of the state economy,stopping the loss of state assets,ensuring the safety of state property.At the same time,it is also responsible for the supervision of the annual social audit quality of the central enterprise group.In order to achieve a good overall supervision of the economy,the state audit institutions should pay attention to the supervision of state-owned assets management functions and central enterprises operating conditions and central enterprises operating income in the audit work.At the same time,we should also pay attention to checking the social audit quality of financial statements of central enterprises.We will not let go of any link in the economic supervision system.This paper analyzes and summarizes the existing domestic and foreign scholars on national audit research results,focuses on the related achievements of audit supervision in the auditing field of central enterprises.On the basis of theoretical analysis and summarizing predecessors' achievements,from the national audit of central enterprises social audit quality and the effect of performance,proposed the intermediary effect and the second audit effect hypothesis.It is verified that the supervision efficiency of national audit on social audit quality plays a part of mediating effect in the process of improving the performance of central enterprises.At the same time,further verification of the second national audit conducted by the audit office can show more powerful deterrent and governance effects.The analysis found that the state audit institutions,on the one hand,supervised the operation of the enterprises while they were involved in the audit,and on the other hand,they also supervised the work achievements of the social audit.It have an important role on both the improvement of their work and the improvement of performance.Through the synergistic effect of national audit and social audit,the enterprise performance of the listed company is promoted.This paper based on the state group company and its holding listed companies as samples,based on the announcement of the audit results of the central enterprises' financial revenues and expenditures and the special investigation audit notice issued by the audit commission since 2008.It is proved that national audit can effectively affect the enterprise performance index of the audited unit in the year of intervention.The performance of central enterprises has improved significantly in the state audit intervention year.Moreover,it verifies that the intervention of national audit can effectively improve the social audit quality of the listed companies in the intervening years.It is proved that the state audit is the supervision and promotion of the audit quality of the central enterprises.At the same time,it is proved the mediating effect among the national audit and social audit on the supervisory role of central enterprise performance.It verify that joint influence of national auditing and social audit on the enterprise performance of listed companies.This paper also pays attention to the effect of the audit department's second audit in a certain period.The audit report showed that although the state audit conducted a review of the situation of the central enterprises,the audit department had conducted more than one audit inspection on a number of central enterprise groups.This paper based on a sample of the central government-controlled listed company,which has been audited by the audit department for the second time since the audit report of the state-owned enterprise group was announced by national audit commission in 2008.It is proved that the second audit as a stronger supervision signal will have a significant impact on the practice behavior of CPA and corporate.
