Dongyuan Government's Comprehensive Financial Report Research

In order to speed up the reform of government accounting and establish an accrual-based government comprehensive financial reporting system that comprehensively reflects financial assets such as government assets and liabilities,income and expenses,operating costs,and cash flow,the newly revised "Budget Law of the People's Republic of China" in 2014 requires that financial departments at all levels of government should formulate government financial reports on the accrual-based basis for each year.By the end of 2017,the scope of pilot formulating has achieved full coverage at the county level.Firstly,this article analyzes the background and research significance of the government's comprehensive financial report under the accrual accounting system,and the practice and theoretical research of the relevant government comprehensive financial reporting system at home and abroad.Secondly,it introduces the background and basic situation of the accrual-based government comprehensive financial reporting system in China,analyzes and summarizes the difficulties of the county-level government in the process of pilot formulating,including difficult confirmation of the reporting entity,inaccurate accounting system and supporting mechanisms,etc,combines accounting ideas and methods and propose solutions.Thirdly,this article proposes implementing government comprehensive financial reporting system overall in China by the way of strengthening the accounting system construction of the government's comprehensive financial report,improving the internal financial reporting system of the government,accomplishing the top level design and advancing reforms steadily.
