Beian Tax Bureau Tax Inspection Work Process Improvement

As China's economic operation has entered a new normal,and the domestic economy and the world situation is changing,in order to meet the needs of the reform of tax collection and management under the new situation,tax inspection departments should innovate the concept of collection and management,improve the incentive and restraint mechanism,improve the administrative efficiency of tax authorities,establish and improve the scientific and systematic work process.As an important government department shouldering the function of national fiscal revenue,the tax department should introduce the concept of workflow standardization of tax inspection into the work practice of tax inspection,which meets the requirements of the CPC central Committee and the state Council on improving the tax service of the tax department,and is also an inevitable requirement to improve the level and efficiency of tax collection and management.This measure is conducive to improving the taxpayer's tax compliance and satisfaction,while playing an important role in tax revenue,will inevitably give the healthy development of China's economy with solid financial support.In the " 13 th five-year plan",the reform of fiscal and taxation system plays a key role in sorting out the distribution of tax revenue between the central and local governments.Under the background of the new normal economic operation and the reform of specialized management of tax sources,the feasibility,operability and importance of the implementation of scientific work indicators,work processes and work methods in the national local tax system are self-evident.Local tax authorities as the law enforcement agencies of the grassroots government,has its inherent regularity,and the scientific implementation of tax inspection work flow indicators,work system oriented,for the establishment of local tax work at the grass-roots level,responsibility decomposition,performance evaluation and analysis,has positive significance,at the same time to promote the construction of local tax efficiency,improve the level of administration according to law,has very important practical significance.At present,beian city local taxation bureau audit department in accordance with the instructions and requirements of the superior bureau,increase tax inspection law enforcement efforts,and constantly improve the tax inspection work system of this Council,in the tax inspection work constantly seek new,with the times,in accordance with the overall requirements of the new situation to develop the tax inspection force of this Council,to serve the development of the local economy.This paper mainly discusses the relevant theories in the workflow of tax inspection,and adopts the method of combining theory with practice to carry out comprehensive consideration.This paper integrates different academic research contents,and expounds the relevant theories of tax inspection work at home and abroad;This paper expounds the one-sidedness and limitation of the current domestic tax authorities' understanding of the tax inspection work;This paper focuses on the comprehensive analysis of the current work flow of the tax inspection department in beian city;This paper analyzes the necessity and urgency of improving the work flow of tax inspection by the tax authorities at the grass-roots level,and provides effective suggestions for optimizing the daily work of the tax authorities in Bei 'an city,especially for the related work of tax inspection at the grass-roots level.This paper takes the practice of tax inspection work flow of beian local taxation bureau as an analysis case,expounds the general situation of beian local taxation bureau and the current situation of tax inspection work,and analyzes the problems and causes in the work flow of tax inspection,and expounds the present situation and problems of tax inspection work of beian local taxation bureau,and expounds the causes of the problems.Although beian local taxation bureau has made some achievements at the same time,but now the current situation of tax inspection work is still not satisfactory,there are still many problems to be solved in the process of tax inspection work.The author compared the differences between domestic and foreign tax inspection workflow,summed up the domestic and foreign research results and scientific overview,summed up the problems of tax inspection in the work management,put forward the establishment of workflow standardization as the main body of the new process.It provides reference for the scientific and effective development of the tax inspection work of the local tax departments at the grass-roots level.
