Electricity sales side reform is one of the key contents of the new round electricity reform.It is also an important move of Chinese electricity market from the traditional monopoly constitution to the mature modern electricity market.With the continuous development of electricity sales side reform in various provinces,a fully competitive electricity sales market has begun to take shape.The well-competitive electricity sales market has been running maturely for many years in developed countries and proven to be an effective mechanism which can optimize the allocation of resources and reduce the cost of energy by preventing monopoly management and discovering electricity sales price.In order to ensure the ultimate success of Chinese electricity sales side reform,effective government regulation is indispensable in the cultivation and development of electricity sales market.In the construction of electricity sales market in Jiangsu Province,problems of how to make full use of government regulation and how to establish a regulatory policy system that suits the country and province need to be explored constantly in combination with relevant government regulation theories in practice.Problems existing in the government regulation of Jiangsu electricity sales market are summarized and reasons behind those problems are analyzed by means of a summary of measures and achievements of government regulation of Jiangsu electricity sales market in combination with domestic and foreign researches on government regulation theory in this paper.By studying the experiences and lessons of government regulation in the construction of foreign mature electricity markets of Germany and the United States,as well as the regulatory measures in Guangdong and Yunnan provinces,the general rules of government regulation on successful electricity sales market reform are summarized,thus inspiring the formulation of government regulation policy of Jiangsu electricity sales market.Suggestions on government regulation of Jiangsu electricity sales market are proposed in this paper.For the successful electricity sales side reform,it is necessary to establish a perfect market system,strengthen corresponding protection of laws,institutions and systems,and actively construct the electricity spot market.Incentive regulation policies should be enriched by establishing a fair and effective market structure and index systems of sales companies.A benchmarking competitive method with its specific application for incremental distribution companies is also designed.In addition,at the stage of market cultivation,smooth operation of the electricity sales market must be carefully guaranteed.Market risks should be strictly prevented and social capital investment should be encouraged by means of service improvement,information disclosure and demonstration and guidance so as to achieve the purpose of stimulating market vitality through the electricity sales side reform.
