The rapid development of scientific and technological revolution and social productivity makes the communication of countries and regions in the world more closely,the trend of economic globalization more obvious and the international competition of comprehensive national strength based on economic and technological strength is more intense.The 17 th National Congress of the Communist Party of China(CPC)stressed that improving the capability of independent innovation and building an innovation-oriented country is the core of China's development strategy.And later the 18 th National Congress of the Communist Party of China(CPC)stressed that full implementation of innovation-driven development strategy is an important measure to promote the development of economic and social sciences and efficient development.Among them,technological innovation has provided strong support for enhancing comprehensive national strength and promoting economic and social development.Data envelopment analysis(DEA)is a non-parametric method in data-driven for evaluating the relative effectiveness based on multi-inputs and multi-outputs.However,the traditional DEA models evaluate the evaluated decision-making unit as a homogeneous group.This latent hypothesis does not apply to the performance evaluation of regional economic development differentiation and uneven distribution of scientific and technological innovation resources.That is,from the perspective of non-homogeneous and dynamic evolution of decision-making units to analyze the development ability of China's scientific and technological innovation and resources allocation efficiency.At the same time,the original DEA models are easy to understand,but it can not comprehensively analyze the operational performance of the evaluated object;that is,it needs to combine the mathematical,decision-making and statistical knowledge processing data to construct more reasonable and effective models for decision makers to reference,selection and use.Therefore,in order to evaluate the efficiency of regional scientific and technological innovation and optimize the allocation of resources in a more objective and comprehensive way,the article constructs six cross efficiency models based on distance measurement between the ideal and non-ideal points of input-output index under the consideration of the non-homogeneous of decision-making units.Six BCC-cross efficiency evaluation models are proposed based on the variable pay hypothesis in the view of social development dynamics.On the basis of theoretical research,this paper evaluates the efficiency of scientific and technological innovation development of 31 provinces and cities in China except for Hong Kong,Macao and Taiwan in 2013-2015 years.In addition,taking the comprehensive efficiency scores reflecting the scientific and technological innovation ability of provinces and cities as the theoretical basis for the optimal allocation of scientific and technological innovation resources,quantifying the ability of science and technology development with resource utilization,and configuring more resources for efficient decision making units not only conducive to the overall improvement of the efficiency of China's scientific and technological innovation,but also can truly realize the rational use of resources.The results show that:(1)The use of a variety of cross efficiency models can avoid the limitations and one sidedness of the single model measure,and the average aggregation efficiency of each evaluation models is a more convincing and discriminative measurement method.(2)The sort result obtained in the paper by considering the non-homogeneous of decision-making units and the model of assumption of variable return to scale is more objective and more practical.(3)The optimal allocation of scientific and technological innovation resources through the efficiency of converting the inputs to outputs of scientific and technological innovation resources are more fair and reasonable.(4)The research found that the gap between east-central-west regions isgradually shortened,and it indicate that the provinces and cities fully implemented the concept of collaborative innovation and development.
