With the continuous improvement of urbanization,the demand for municipal pipeline is increasing in modern cities.The effective and reasonable utilization of underground space is very important in the face of backward municipal pipeline supply mechanism.As a kind of pipeline laying method which is of resource intensivism,high safety and environmental benefits,Utility Tunnel effectively improves the urban function and the urban comprehensive carrying capacity.Meanwhile,Utility Tunnel has become the key livelihood project of the national "13th five-year plan".With the construction peak of Utility Tunnel project,the project features such as the tremendous investment and the lack of experience in construction and operation are gradually revealed.The PPP mode is favored by the government because it has the advantages of solving the shortage of government funds and fully mobilizing the social capital resources.However,in the previous practice of infrastructure PPP project,the government's path dependence on PPP mode resulted in the use of only a few modes such as BOT and TOT.Generally speaking,the BOT includes at least BLOT and BOOT.Considering the actual situation of subsidies,the above mode may extend to more forms,such as SBLOT,BLSOT,SBOOT,BOSOT,etc.Therefore,how to identify the optimal PPP mode scientifically and reasonably before the adoption of the PPP mode is the key to the smooth operation of the Utility Tunnel project.It is the basis of decision making to define PPP mode classification.Firstly,the article interprets the definition of PPP and clarifies some related concepts which are easily confused.Then,on the basis of combing the representative PPP mode classification,this paper summarizes the mode classification suitable for the current situation of PPP development in China.In view of the numerous PPP modes,this paper adopts two-stage decision.Firstly,analyze the characteristics of the Utility Tunnel project and the purpose of adopting PPP mode,design the matching table of the Utility Tunnel PPP mode,a preliminary identification of the PPP modes for the Utility Tunnel project are DBO,DBTO,DBFO,BLOT,BOOT and BOO.Secondly,analyze the characteristics of different PPP modes from three perspectives of main investment,ownership and operating income source,divide the degree of privatization of the six models by the method of sequencing variables.Then use the design idea of "marketization index",from the nature of the project characteristics,the expected operating income,market environment,the government ability and expectations,social capital resources five aspects to establish comprehensive index system of Utility Tunnel project PPP mode decision.Finally,establish a quantitative method for the decision-making of the Utility Tunnel project PPP mode based on the OWA operator weights and evaluation of extension objects.At the same time,select two cases,present the specific operation process of the model,and analyze the main factors influencing the PPP mode selection in combination with the actual project.At the end of the article,the paper provides suggestions for the government to pay attention to the different stages of PPP mode decision making.The research of the paper provides support for the government to make the mode decision scientifically,which has certain reference value to promote the smooth operation of the Utility Tunnel PPP project.
