| In the early years,the Ministry of Housing and Urban Development had externally explained that the so-called houses with limited property rights refered to a type of houses which was built on the collective land by collective economic organization in the suburbs of city and was sold at a low price to external personnel.In Guangzhou,the houses with limited property rights are also called rural fund-raising houses or homestead houses.It was named after its former rural fund-raising houses and can be traced back to the late 1980 s.With support of the reform and opening-up policy,Guangzhou has spawned a large number of rural fund-raising houses due to the early developed village-and-town enterprises.These large-scale fund-raising houses have been degraded into houses with limited property rights that can be seen everywhere due to the faults of the 1990s' policies.These houses with limited property rights are widely distributed and have a large number of buildings,which has had a tremendous impact on the city's development.At the macro level,the existence of houses with limited property rights not only disrupts the operation of the real estate market,but also affects the implementation of land use plans and damages the government and legal authority.In the long run,it may even endanger the cultivated land and food security.At the micro level,public property facilities are generally lacking among the houses with limited property rights.Problems such as prominent security issues will not only endanger the personal safety of residents,affect the livability level,but will also hinder the healthy development of the city.Obviously,how to effectively solve the problem of houses with limited property rights has become a difficult problem.In this context,this article will take houses with limited property rights in Guangzhou as the research object,focusing on the purchase of small property rights house,trying to interpret the small property house transactions,analyzing the main factors affecting the purchase intention from the perspective of the buyer,which may provide a reference and ideas for the governance.This article will be divided into five parts.The first part mainly elaborates the background and significance of the research.Based on the relevant research of houses with limited property rights and the factors affecting the willingness to purchase a house at home and aborad,the objectives and ideas of the research are put forward.The second part mainly explains several basic issues concerning the small-property house,including concepts and causes.Fundamental theories such as risk and property rights,game theory,and institutional changes are also involved.The third part elaborates from five perspectives: historical origin,demand profile,development status,sales status,and governance dilemma.The fourth part uses the binary discrete regression model to accurately describe the factors affecting the purchasing behavior of houses with limited property rights in Guangzhou from three dimensions,including personal characteristics(gender,age,occupation,income,education,marriage,household registration),psychological characteristics(housing satisfaction,sense of belonging,house price prediction)and environmental characteristics(knowledge,policy,village collective guarantee,herding).The results show that among the 14 selected variables,household registration,house price expectations,housing satisfaction,knowledge,and guarantees from collective economic organization have a significant impact on the purchase intention of houses with limited property rights in Guangzhou.The other variables including gender,age,occupation,marital status,income,education level,sense of belonging,sense of policy,and Herding Effect are not significant.Finally,the author's opinion are put forward for the governance of houses with limited property rights in Guangzhou.In the conclusion and outlook section,the main points of the full text are outlined and a description of the research deficiencies is given. |
