Nowadays,China's economy has entered a new normal.Economic growth has no longer been driven by factor but rather been driven by innovation.China put more emphasis on innovating so as to promote the upgrading of the whole industry,consequently,promoting the sustained and healthy development of its economy.As the core of scientific and technological innovation,R&D has long been an important index to measure the level of science and technology and the ability of innovation in China.Since the implementation of the R&D survey and statistics,China has been increasing the input of R&D,and the output level of R&D is reaching the new record every year.It can be said that,whether at present stage or in the future,R&D will continue to play its role of engine in promoting a new round of rapid growth of China's economy.However,considering of China's vast territory and large population,different regions show significant differences in geographical location,industrial structure,enterprise scale and economic level.Consequently,China's allocation of R&D resources shows a non-balanced situation in the overall level,along with multidifferentiation phenomenon.Therefore,it is necessary to accurately get insight into the evolution tendency and distribution situation of the level of China's allocation of R&D resources in two dimensions of time and space and find out what is the main reason of causing the vast difference,and test whether there is a clear class curing characteristic.Furthermore,it is also helpful to explore the path of harmonious development to further explore the R&D activities and promote the balanced development of regional economy of our country.Based on the Innovation Theory and the Theory of Regional Development,this paper uses the panel data of China's 30 provinces(autonomous regions)from 2002 to 2015,then sets up an evaluation system for China's R&D resources allocation from there aspects: R&D input,R&D output and R&D influence.Furthermore,it figures out the comprehensive index,explores the spatial disparity and its resources,and depicts the dynamic distribution trend of R&D resources allocation by employing the entropy TOPSIS method,Dagum Gini coefficient,Markov chain model and Kernel density estimation.The results are as follows.Firstly,the levels of R&D resources allocation in the whole nation and in the eastern,central and western districts are getting higher and higher,but it is on the contrary in the northeast;Secondly,the spatial disparity in R&D resources allocation is very conspicuous,especially the disparity in the inner eastern and that between the eastern and western looms large.And the inter-regional inequality accounts most for the overall differences.Thirdly,the level of China's allocation of R&D resources has always been the most obvious characteristic of curing level,the higher-level area has been at the high level,and the lower-level area has been maintained at a low level.More obviously,there has been existing a multi-polar differentiation in western and northeastern districts.Finally,the relative gap of R&D resources allocation tends to decease whereas the absolute gap shows a trend of increasing.
