Online car-hailing service(herein after referred to as “the net about the car”),since 2014 in China has sprung up like a spring rain,and has profoundly changed the way people travel.However,like all new things,the birth of the network car has been in the process of self renewal and overthrow so far,and its challenges to traditional taxis,in legislation,administrative supervision and so on,have aroused widespread concern and controversy in recent years.In July 27,2016,eight major ministries and commissions such as the Ministry of transport jointly issued a document,which affirmed the legal status of the net car from the state administration level.As a "Internet plus" era shared typical economy,network about cars legalization,marking the policy in the face of this shared identity direction of economy,benefit from the network about the car convenient service,expanding the network about the passenger car platform,network about cars have been applauded for policy practitioners.But for the traditional cruise industry,it is not good for the taxi industry,and the taxi driver has the impact of the net about the car and the incidents of collective strikes have occurred in all provinces.In the early October of the same year,a number of local governments issued a draft for the implementation of the detailed rules,and the conditions of access to vehicles and drivers were almost "harsh".The legalization policy of the network vehicles has been undulating,which has not appeared in other similar policies.The complexity of the logic and the conflict of interests behind it are also unprecedented,and even a number of group events have emerged as a local unstable factor.It is not the end of the discussion of the policy of the network,but on the contrary,it has been defined as "black car",repeatedly banned and "encirclement and suppression",to establish its legal status to today,and whether the current regulation policy of the network is contrary to the growing needs of the people and the sharing of the economy.The development trend deserves our further in-depth analysis.This article from the public policy process as the breakthrough point,innovating the use of public policy group theory model,the state and local government on the network about the regulation of the policy in-depth analysis.Taking time as a clue,it clarifies the derivativeprocess of the two major interest groups,including the latent period of the problem and the formation period of the two common interest groups,and focuses on the current development status and policy issues of the network,that is,the current period of interest game which has entered the white heat.Then,in a number of interest groups involved in the regulation policy of the network,three groups that have the most intense conflict and the most fundamental conflict of interests are studied and the underlying problems hidden behind the policy problems are explored.In the light of the three regulatory models represented by the United States,Singapore and France,three targeted suggestions for the development of the network vehicle policy are proposed: first,the new era should be regulated by the new Internet thinking instead of restricting the development of the shared economy;the two is that the local government should have the confidence and patience to manage the car and clarify the power and responsibility.Gradually improve the mechanism;three,the rulers should always adhere to the people centered concept of fundamental development,and continuously enhance people's sense of achievement and happiness.
