Research On Material Classification Method And Differentiated Procurement Strategy Of State Grid Corporation

Under the guidance of three five strategies,the State Grid Corporation of China established a group procurement platform which is centralized and unified,lean and efficient,while an important issue the center of the provincial deployment of goods facing is the equipment and materials of distribution network are different in purchase price,size and other aspects.If we do not consider the difference in demand in the process of centralized purchasing,it will increase the probability of the failure of bid,then,it will affect the plan of power grid construction and increase the corresponding cost.Therefore,we need to fully understand the diversity of the materials and carry out research on the strategies of differences in purchasing.This paper is mainly based on the procurement experience of the State Grid Heilongjiang Electric Company Limited,and aims to propose a complete solution for the strategies of differences in purchasing of the equipment and materials of distribution network.Firstly,by summarizing the research results at home and abroad,the necessity of differences in purchasing is put forward in the framework of centralized purchasing.Secondly,through the sorting and comparative analysis of the material classification methods,according to the classical material classification method,Kraljic matrix method,the paper establishes the evaluation index system of distribution network equipment and materials.Thirdly,summarizing the evaluation index system of materials classification proposed by scholars at home and abroad,combining with the nature of the power grid company and the actual product characteristics of the materials,a material classification evaluation index system suitable for power grid companies is constructed.Next,this paper uses the methods of cluster analysis and support vector machine(SVM)to establish differentiated classification model and classify the materials to improve the scientificalness and accuracy of the classification results.Finally,on the basis of category classification of the materials,this paper presents the optimization strategies of differences in purchasing,which include supplier relationship management,inventory management,procurement process management and the new demand of informationization construction to form the optimization program.The research results supply the existing theory of procurement management to some extent,and provide security for the efficiency,simplification and reliability of the procurement and material management of grid companies.It is of great significance to realize the goal of the "13th Five-Year Plan" of the State Grid,improve centralized and unified procurement,and reduce procurement costs.
