The Application Of Business Model Canvas Framework In State Organizations On The Example Of Technology Parks Operations In The Sverdlovsk Region

In modern conditions,scientific and technological development is becoming the main aim of economic leadership.It is important tool in competitive activity and brings considerable commercial success.High technological level of national economy and the system of effective use of intellectual resource is a modern mechanism of promoting high technology products to the world market.Technology Park is an important element of the modern economy.The research is based on the relevant findings regarding the operation of the Technology Parks in the Sverdlovsk Region.Making analysis of these Technology Parks? activity is conducted with the application of CANVAS Business Models Framework elaborated by Osterwalder and Pigneur.The performance of the Sverdlovsk Region Technology Parks has recently been quite criticized.In accordance with the relevant researches,more than 50% of Technology Parks in the Sverdlovsk Region cannot be characterized as innovation infrastructure and operate as business institutions only.Nevertheless,the expenses on creation of Technology Parks are made from the state budget.In this regard,research objective of making analysis of Business Models functioning of the Sverdlovsk Region Technology Parks is obvious.The general purpose of this work is to categorize Technology Parks of the Sverdlovsk Region(on the basis of Business Model CANVAS Framework)in accordance with the importance they ensure to residents and other beneficiaries.In order to analyze the Technology Parks? performance in the Sverdlovsk Region and apply the Business Model CANVAS developed by Osterwalder and Pigneur,it will be implemented and filled in the framework with processed data which was received as a result of the on-line survey and interview.Thus,the tool of analysis is the elements of qualitative research method.It was adopted for the research that consists of interview with representatives of Technology Parks,on-line survey of officials of management companies of Technology Parks,scheme application(Business Model CANVAS).In addition,the points of view of the participants(representatives and officials)were considered and taken into account;data collection was performed in vivo in direct contact with participants.The theoretical significance of the study is that the classification will enable differentiation of the specification and support level of Technology Parks as innovative complex? objects.At the practical level,building a Business Model could allow to attract new residents,to improve the policy of cooperation with existing residents,to optimize the public expenditures of maintaining the Technology Parks,to enhance the facility competitiveness by focusing on more demanding services,and to increase the effectiveness of interaction with partners.Application of the Business Model CANVAS Framework is considered as a possibility to innovate the public sector organization in the form of Technology Parks.In this regard the innovation is a significant driver to improve performance of delivering public services.Ultimately,categorizing the Technology Parks of the Sverdlovsk Region by applying the Business Model CANVAS and thereby introducing an element of innovative development of Technology Parks? functioning,the significance of the thesis lies in the improving public services and raise the citizens quality of life.The thesis is based on research findings concerning the functioning of 9 Technology Parks in the Sverdlovsk Region.The research was conducted in the domain of 9 key blocks of Business Model CANVAS,including infrastructure and services provided,companies? residents,cooperation with partners,including regional and federal authorities,scientific and education institutions,financial and economic indicators of Technology Parks.On the basis of empirical data,9 Business Models of functioning of Technology Parks in the Sverdlovsk Region were generated.
