Research On The Construction And Application Of China's ''Three New Economy" Index

Under the new normal economy,the “three new economy” with new industries,new formats,and new models is the future economic development direction of China.Correctly understanding the nature and connotation of the "three new economy" and promoting the healthy and orderly development of the "three new economy" is the main task of development in the country's future period.This paper sorts out the current status of China's “three new economy” development and sets up an indicator system that reflects the development and changes of the “three new economy”,including the “three new economy” general indicators,mainly based on new industries,new forms of business,and new models.The firstlevel intension indicators include 26 third-level individual indicators such as economic transformation,industrial upgrading,technology research and development,innovation-driven,knowledge and skills,and internet economy,as well as the total output value of high-tech enterprises.The article proposes to use the index to reflect the "three new economy" research ideas,set up a corresponding analysis framework,put forward the principle of index preparation,and construct a corresponding index preparation method,under the "three new economy" index framework the relevant data collection and calculation,and hierarchically explain the calculation results of the index.The study also selected indicators that reflect the status of traditional economic development represented by industrial electricity consumption,rail freight,and total amount of RMB loans,built a so-called “traditional economic index”,and conducted comparative analysis with the “three new economy” index to verify the overall trend of the two shifts.In addition,this study also selected four first-tier cities such as Beijing,Guangzhou,Shanghai,and Shenzhen as the research objects,and measured and compared the development status of the “three new economies” in 2016.This paper selects the method of geometric average and constructs the “three new economy” index system in the “three new economy” hierarchy of indicators.It quantifies the development trend of the “three new economics” in China.In the research and analysis,we have come up with proposals for establishing a "three new economy" data sharing platform and restructuring the market organization model.
