Study On The Effect Of The Unemployment Insurance System In Nordic Welfare Countries

Nordic countries are known in the world as welfare countries.Nordic welfare countries mainly include Sweden,Finland,Norway,Denmark and Iceland.The economic crisis in the1990 s led to the economic recession,rising unemployment,and serious government fiscal deficits in the Nordic welfare countries.Faced with severe unemployment problems,the Nordic welfare state began to carry out a series of reforms.The reform of the unemployment insurance system has achieved results.The overall level of the unemployment rate has gradually declined and the economy has maintained steady growth.This article first collates domestic and foreign literature of the unemployment insurance system,and then clearly defines the concepts of unemployment insurance,and sorts out the relevant theoretical basis.Second,outline the development of the unemployment insurance system in the Nordic welfare countries and focuse on the reform of the unemployment insurance system in the five Nordic countries after the 1990 s.Again,based on the actual conditions in the Nordic welfare countries,selecte relevant indicators and comply data from1990 to 2016.The operation effect of the unemployment insurance system of the Nordic welfare state is analyzed from the unemployment rate,employment rate,labor force participation rate,economic growth and per capita income level.The effect of the operation led to the following conclusion: The unemployment insurance system in the Nordic welfare state increases the qualifications for unemployment insurance and reduces the unemployment insurance expenditure.The unemployment rate shows a gradual downward trend;active labor market policies promote the unemployed to work again,and the Nordic countries' labor force participation rate has remained at a relatively high level;There is a negative correlation between the growth rate of economic growth and the growth rate of unemployment insurance expenditure.The reform of the unemployment insurance system controls the expenditure of unemployment insurance funds and the economy maintains stable growth.At the same time,the level of per capita income has been increasing,Because the success of the Nordic model not only lies in its increased employment and maintains the economy grow stably,but alsohandles the relationship between fairness and efficiency.However,the unemployment insurance system in the Nordic countries also faces the challenges posed by high welfare,high taxes,and economic globalization.Finally,by analyzing the challenges faced by the unemployment insurance system in the Nordic Welfare States and drawing on its successful experience,we can expanded the coverage of unemployment insurance,regulate and improve the management system of unemployment insurance,improve the payment mechanism of unemployment insurance,and take advantage of the employment promotion function of unemployment insurance to provided reference for improving unemployment insurance system in China.
