Research On The Performance Evaluation Of Supporting Policies For Small And Medium Sized Sci-Tech Enterprises In Wenzhou City

With the rapid development of economy and society,scientific and technological innovation has gradually become an important driving force for the economic development of a country(region)and a major determinant of comprehensive competitiveness.As one of the main carriers of innovation,small and medium-sized enterprises with science and technology have the advantages of flexible institutional mechanism and abundant innovation and vitality,and play a pivotal role in leading technological progress,promoting industrial upgrading,promoting economic growth,and stimulating regional vitality.In recent years,with the support of government departments at all levels,the number of SMEs has grown rapidly and the scale has been steadily improved.However,the R&D and innovation capabilities of enterprises are still not strong,the government service system is still not perfect,and the external innovation and entrepreneurship environment needs to be improved.Problems such as limited financing channels still exist.There is still a certain gap between the existing government support policies and the development needs of SMEs.Therefore,there is an urgent need for government departments to address the policy needs of small and medium-sized enterprises in science and technology,integrate the strengths of all parties,gather innovative factors,and innovate management models,encourage small and medium-sized enterprises to carry out research and development activities,improve their independent innovation capabilities,and cultivate and expand the ranks of science and technology enterprises.Quality development provides support.This paper believes that in the development of SMEs,the government support policy as an external condition is one of the key factors.This paper first defines the conceptual categories of SMEs and policy performance evaluation.Based on the analytic hierarchy process,we will proceed from the support policy content of Wenzhou City's science and technology-based SMEs,and design comprehensive evaluation system indicators based on specific policy initiatives.By soliciting the opinions of policy makers and implementers,determine the weights of evaluation indicators and establish a government support policy performance evaluation system.On this basis,we conducted on-the-spot visits and questionnaire surveys of SMEs in Wenzhou City,and comprehensively understood the implementation and implementation effects of government support policies and the policy needs of enterprises.Based on the established policy performance evaluation system,the performance evaluation of the support policies was based on the evaluation of the SMEs in Wenzhou City,and the overall performance was better.In-depth analysis of the performance evaluation results of various indicators and key industries,found that the three policies of cultivating the introduction of technology research and development talent policies,promoting the industrialization of scientific and technological achievements,and encouraging the cooperation of industry,university and research are relatively low.Science and technology-oriented SMEs that are transforming traditional industries with high-tech need to give more support in encouraging cooperation in production,education and research,and encouraging shareholding reform or listing.Finally,based on Wenzhou City's scientific and technological SMEs support policy performance analysis results and research conclusions,combined with Wenzhou actual recommendations on the optimization and improvement of Wenzhou City's science and technology SMEs support policies.
