Policy Support Research On The Rural Tourism Under The Rural Revitalization Strategy In Xingyang City

In recent years,with the rapid development of economy and the improvement of people's living standards,China's tourism maintained strong growth,rural tourism came into being and thrive in the 1990 s and created a new rural economy growth pattern,promote the integration of rural and urban development,achieved good economic and social benefits.The report of the 19 th CPC national congress proposes to implement the rural revitalization strategy,establish and improve the mechanism and policy system of urban-rural integration development,and accelerate agricultural and rural modernization in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and living prosperity.The implementation of the rural revitalization strategy will continue to promote the rapid development of the rural tourism and play a more important regulatory role in the critical period of rural tourism development..With the continuous warming of rural tourism,the rural tourism policy will inevitably leak all kinds of shortcomings in supporting the development of rural tourism.For example,the development of rural tourism cannot meet the needs of tourists,the inheritance of local culture is not enough,the lack of attention to sustainable development of tourism and so on.These problems have seriously affected the healthy and sustainable development of rural tourism.It is necessary to analyze the causes of the problems in depth and find appropriate countermeasures to solve the problems.This paper takes Xingyang City as a representative county-level city as the research object.First using literature research method,theoretical analysis method and field investigation method to study the rural tourism policy support system of Xingyang City.Then assessing the rural tourism from the planning,implementation,supervision and evaluation angle.After that,using public policy theory,stakeholder theory and sustainable development theory analysis the current rural tourism policy support system of Xingyang City and find out the causes of rural tourism policy support problems.At last,putting forward relevant suggestions of rural tourism policy support in Xingyang City.This paper is divided into five parts:The first part is the introduction,which mainly expounds the background and significance of the topic selection,conclude the domestic and foreign rural tourism policy literature from different angles.Then according to the research content sorts out the theoretical tools,research methods and related concepts used in this paper,and explains the innovations and shortcomings of this article.The second part is related concepts and theoretical foundations.The system systematically expounds rural tourism,rural revitalization strategy and rural tourism policy,and then discusses the coupling and interaction development relationship between rural tourism and rural revitalization strategy.The third part analysis the present situation of rural tourism policy support in Xingyang City.This chapter firstly elaborates the rural tourism planning policy,implementation policy and regulatory policy in Xingyang City,and then comprehensively summarizes the effects of various aspects of policy support.The fourth part is the causes analysis of rural tourism policy in Xingyang City.This chapter first summarizes the effects of the above-mentioned rural tourism policy,and then analyzes the problems existing and the causes of the problem in rural tourism policy support in Xingyang City.The fifth part is to put forward suggestions in combination with the implementation of the rural revitalization strategy for the problems existing in the rural tourism policy support in Xingyang City.
