China attaches great importance to “three issues of agriculture,the countryside and farmers” in recent years,and regards it as the top priority of the party work.The 2018 Central Government No.1 Document focuses on the rural revitalization strategy,which reflects the accurate judgement of national characteristics in the new times,and the determination and confidence to build a moderately prosperous society in all aspects of strong agriculture,beautiful countryside and rich farmers.As an important part of social credit system,rural credit project plays a vital role in rural prosperity,agricultural development and the increase of farmers' income.The rural credit project not only can solve the problems of fund shortage for farmers and agricultural enterprises,but also can improve the rural credit environment and financing environment,so it is necessary to carry out the construction of rural credit project.The participants of Laiwu rural credit project construction are Laiwu Municipal Government,Laiwu rural financial institutions,farmers and agricultural enterprises,among which Laiwu rural financial institutions mainly refer to the Laiwu Rural Commercial Bank.Three parts have their respective responsibilities in the Laiwu rural credit project construction.The governments of all levels in Laiwu mainly play the role in organizing and leading,specifically in promoting the alliance of “governments,banks and farmers”,and allocating resources with the goal of serving “three issues of agriculture,the countryside and farmers”.As the whole participant and implementer of Laiwu rural credit project,Laiwu Rural Commercial Bank plays a decisive role in the construction.Its duty is to comply with government leadership and cooperate with the regulations of the People's Bank of China;To revise the rules and regulations and put them into practice.To promote and extend the credit business steadily.Farmers and agricultural enterprises are the main and most direct target of rural credit project,and they have the responsibility to cooperate with Laiwu Rural Commercial Bank in the establishment of credit information files,credit rating and honest transaction of credit business.In order to promote the construction of rural credit project in Laiwu,they set up a special leadership group for rural credit project,promote social recognition of rural credit projects through publicity,collect credit information and establish credit information files,acquire credit rank by rating indicators,establish a standardized operating process,construct thetraining mechanism of the credit personnel,establish a credit management system,establish a responsibility-oriented implementation mechanism and establish a inspection and supervision mechanism.Through the rural credit project in Laiwu City,the credit households,credit villages and credit lines of agricultural financial institutions have gradually increased,the convenience of loans for farmers and agricultural enterprises has been improved,the non-performing rate and loan recovery rate of banks have been improved,the business of agricultural and commercial banks has been steadily improved,and the integrity atmosphere of the whole society has gradually formed and promoted the land.Party industry and economic development.Although Laiwu rural credit project construction has achieved initial success,there are still many problems.The propaganda of rural credit project is insufficient.Rural families are special.The coordination and communication among relevant departments is lacking.There are also many problems within Laiwu Rural Commercial Bank.Professional credit rating agencies are lacking.The support of technology network system is lacking.Related laws and regulations are not sound enough.All of these problems are important factors that hinder Laiwu rural credit project construction.In order to solve the problems above,this paper puts forward policy recommendations to improve Laiwu rural credit project construction.
