The Implications Of Hong Kong's Experience On The Development Of China(Shanghai) Pilot Free Trade Zone

With the gradual dissipation of the WTO dividend,trade conflicts with the world's major economic entities are increasing.China is in urgent need of transforming from a passive adaptor into an active advocator,as well as participating in the development of international free trade protocols,in order to face the great challenges that come with international trade environment and economic development.Under the new situation,China(Shanghai)Pilot Free Trade Zone(hereinafter referred to as "Shanghai Pilot FTZ")came into being in September 2013.The establishment of Shanghai Pilot FTZ is a window for China's further reform and opening up and is a major national strategy.This paper uses the methods of system analysis,contrastive analysis,and combines research and empirical analysis to analyze the development process,development characteristics and development motivation of Hong Kong Freeport.Using the comparative analysis method,this paper compares Shanghai Pilot FTZ with Hong Kong Freeport in three aspects,including location advantage,management system,and development in international trade.The comparison is summed up as experiences for the development of Shanghai Pilot FTZ from Hong Kong Freeport: The management mode should be transformed from government-oriented into business-oriented;An innovated trade regulatory system has to be established;Gradually open up the financial markets in the region;Develop high-end serviceoriented international shipping center;Establish strict relative laws and regulations;Shanghai Pilot FTZ needs to be linked with Hong Kong Freeport.The 19 th National Congress of the Communist Party of China pointed out in the report that "Greater autonomy should be given to the reform of Shanghai Pilot FTZ,learn to build Freeport." In order to achieve a higher level of opening up under the controllable risks,and build Shanghai Pilot FTZ at the highest international standard,it is especially important to refer to the experiences of mature Freeport so as to make the management mode and system innovation more effective under local conditions.This paper aims to compare and analyze the similarities and differences between Shanghai Pilot FTZ and Hong Kong Freeport,and provides reference for the construction of Shanghai Pilot FTZ by combining the mature management experience of Hong Kong Freeport.
