A Study On The Countermeasures Of Chinese Government To Promote The Development Of Small And Medium-sized Enterprises

China's economic system reform is late.Small and medium-sized enterprises have been on the historical stage for a relatively short time.However,China's SMEs have been developing vigorously with the support of national policies,the low cost of various resources and the background of global economic integration.Small and medium-sized enterprises contribute a considerable proportion to gross domestic product.However,a careful study of the development process of SMEs shows that at present,domestic SMEs are facing great difficulties,and the intrinsic motivation of enterprise development is obviously insufficient.Therefore,the long-term and steady development of China's SMEs requires more support from the government in tax,financing and policy system.On the basis of discussing the preferential tax policy,the policy of supporting loan and the policy of encouraging innovation for the development of small and medium-sized enterprises in China,this paper discusses the problems such as the insufficient implementation of the policy of the government in promoting the development of small and medium-sized enterprises,the separation of local policy from reality,inadequate government supervision and management functions and the problem of funding policy.After analysis,this paper believes that the reasons include the insufficient attention paid by government departments to SMEs,the insufficient utilization of preferential policies by enterprises,the inaccurate understanding of the difficulties in the development of enterprises by the government,the imperfect credit system of SMEs and the lack of detailed capital policies.Taking the development status of SMEs in Shandong province as an example,the paper expounds the countermeasures for the government to support the development of SMEs,mainly including financial policies,innovation policies,service policies and talent policies.The paper also analyzes the financing difficulties of SMEs in Shandong province through interview method,and puts forward the solution of financing problems.Finally,combined with foreign experience in financing system and attracting high-end talents,the paper puts forward the direction that the Chinese government should make efforts in the next step.The government should pay more attention to small and medium-sized enterprises,improve the utilization of preferential policies,strengthen the research on regional practical situation,improve their credit system and refine their capital policies,and further help China's small and medium-sized enterprises improve their competitiveness.
