With the improvement of the financial development of Beijing,Tianjin and Hebei,we are guided by the principle of evacuating Beijing's non-capital functions, balanced development, complementary advantages and win-win cooperation. It is more and more urgent to build an unified and standardized financial management model,a new innovation base for the relationship between finance and enterprises and a centralized financial background service base.At the same time, the domestic economy presented a regional plate rotation model, and the industrial structure is facing a major transformation. The introduction of the concept of inclusive finance and the promotion of financial inclusion have enabled small and medium-sized enterprises and low-income people to access and use financial services at reasonable prices and in convenient manners. It makes the economy form strong internal driving force and impacts on the process of regional industrial transformation by supporting innovative industries, increasing capital flows and adding per capita income.Taking financial inclusion as an entry point, this paper first analyzes the effects of financial inclusion on the transformation of industrial structure based on relevant theoretical research. At the same time, this paper analyzes the financial development of Beijing-Tianjin-Hebei in recent years from four aspects: policy, scale, resource allocation and innovation ability. The results show that:(1)The financial development policy system in the Beijing-Tianjin-Hebei region has gradually improved, and the financial scale and the amount of residents' deposits and loans have gradually increased. The positive impact of financial services on the regional economy has gradually increased. However, compared with the national average, there is still room to increase. At the same time, there are two characteristics: uneven distribution and slow development of new institutions.(2)The overall level of financial inclusion in the Beijing-Tianjin-Hebei region is still in a state of moderate inclusiveness. The gap between different cities and cities is more obvious. The large and medium-sized cities in Beijing,Tianjin and Hebei are more understing than the cities which are geographically disadvantaged areas and economically relatively backward areas in Hebei Province.Secondly, the financial inclusion level of the Beijing-Tianjin-Hebei region was measured, the indices of each dimension were dimensionalized using data standardization, and the weights were approved by the method of variation coefficient to determine the weight ratio of each index. Finally, the European distance method is used to calculate the financial inclusion index.Thirdly, the transformation coefficientof the industrial structure was approved.According to the characteristics of the industrial structure of Beijing-Tianjin-Hebei,the proportion of the increase in the tertiary industry to the GDP was used as the measurement index, and the data of 13 cities from 2011 to 2017 were relevant.Analysis and Hausman test,The test results show that the model is suitable for fixed effects. The impact of Beijing-Tianjin-Hebei financial inclusion on the transformation of industrial structure showed significant positive correlation. The other five control variables: per capita GDP,regional investment rate, per capita education level, fiscal expenditure rate, and urbanization rate,as they are added one by one,the relevance gradually decreases, and after regression analysis,It is concluded that the per capita GDP,education level, financial expenditure rate and urbanization rate have a significant effect on the transformation of the industrial structure of Beijing-Tianjin-Hebei,and the extensive capital investment of regional total investment has a weakening effect on the transformation of the industrial structure. Finally, based on the above analysis results, the paper puts forward the suggestions on the implementation of industrial structure transformation from the perspective of financial inclusion. There are seven chapters in the paper, and chapters 3 to 5 are the key chapters of the paper.
